Noam Chomsky’s Green New Deal

Several books on the Green New Deal have been released in the past year or two, but none boasts a more illustrious set of authors than Climate Crisis and the Green New Deal, out Tuesday from Robert Pollin and Noam Chomsky.

Pollin teaches economics and co-directs the Political Economy Research Institute (PERI) at the University of Massachusetts Amherst. He has been writing about climate economics and green growth for years, as well as consulting with various nonprofits and governments (he advised Obama’s Energy Department for a few years) on policy and poverty reduction.

Chomsky, of course, has been a notable intellectual presence on the left since the mid-20th century. He’s an analytic philosopher, one of the founders of cognitive science, and a giant in the field of linguistics, alongside his notable contributions as a historian, essayist, and social critic. The author of more than 100 books, he is known as one of the most cited authors alive.

The book is structured around a series of questions, prompts, and discussion points from political scientist C.J. Polychroniou (credited as a co-author), and despite its compact length, it is a sweeping inquiry into the nature of climate change, its relationship to capitalism, what a global Green New Deal might look like, and the effects it may have on politics.

I reached Pollin and Chomsky by Skype to chat about some of the book’s themes, including capitalism, green investment, and the prospects for social solidarity in the face of rising chaos.

Our conversation has been edited for length and clarity.

David Roberts

Naomi Klein’s climate book This Changes Everything famously argued that consumer capitalism and climate change are effectively one and the same, that the one is the inevitable consequence of the other. Is that something unique to capitalism, or is it just human nature to be shortsighted?

Noam Chomsky

We should recognize that if global warming is an automatic consequence of capitalism, we might as well say goodbye to each other. I would like to overcome capitalism, but it’s not in the relevant time scale. Global warming basically has to be taken care of within the framework of existing institutions, modifying them as necessary. That’s the problem we face.

When we turn to human nature, the first thing to remember is that we know essentially nothing about it. It’s what I work on all the time. There’s a few small areas where there’s some understanding of cognitive human nature and very little about the rest. It’s all surmise.

If it is true that human nature is incapable of dealing with problems developing over a longer term, if that’s a fact about the way humans are structured and organized, we can, again, say goodbye to one another. So let’s assume it’s not the case.

Then we work within a set of parameters. The fundamental institutions are not going to change in time. Human nature allows the possibility of thinking about what’s going to happen in a couple of decades, even centuries. Assume all that.

Then we turn to solutions. And there are solutions within that set of assumptions. So let’s proceed and work on them. If those assumptions happen to be wrong, tough for the human species. It’s what we have.

David Roberts

What historical analogues demonstrate the ability of capitalism’s institutions to reform themselves with the sort of speed and scale we’re talking about to limit climate change? I know we always go back to World War II, but there are obvious disanalogies — for one thing, there’s no enemy with a face. What prompts your optimism that the logic and momentum of capitalism are subject to change this big and fast?

Noam Chomsky

The analogue to World War II says that we easily have the resources to deal with this within existing institutions. Then comes the question of, is there an analogue in human history to facing a problem of destruction of the species within several generations? Answer: no. We’re in a new situation.

Actually, we’ve been in a new situation for 75 years. As soon as the nuclear age began, it was evident that humans had reached the intelligence and capacity to effectively destroy human life on Earth. That’s what we’ve been living with for 75 years. What wasn’t known at the time, but is now understood, is that it was also the beginning of what the World Geological Organization calls the Anthropocene, a period in which human activity is having very significant and deleterious effects on the environment.

So for 75 years, we’ve been living with a unique situation in human history. We have the means to destroy organized human life on Earth. That’s never been true before.

We also have the means to overcome that. World War II showed that with existing institutions, it was possible to amass resources on a scale well beyond what is required today. Bob’s work shows that very effectively. So let’s use what’s available. And let’s make the assumption that human beings are capable of looking beyond tomorrow.

A naive view of history might say that as the fruits of science become clear, there’s a sort of inevitability to greater democratic organization and complexity. But the last decade has seen a white revanchist backlash across the developed world, lots of places reverting to crude nationalism and authoritarianism. It certainly seems to throw a wrench in the notion that we’re on a one-way road to greater enlightenment.

Noam Chomsky

What history teaches us is that we have no idea. There are all kinds of lessons. Just take Germany. In the 1920s, Germany was the peak of Western civilization, in the sciences and the arts. And if you look at political science literature in the 1920s, the Weimar Republic was regarded as the peak of democratic achievement. Ten years later, it was the worst place in human history. And years after that, getting back to where it was.

Those are the lessons of history, namely, we don’t know.

Now, if you want to ask what’s happening now, I think we’ve been hit by an assault, the neoliberal assault, which has been devastating. Its basic design leads to high concentrations of wealth and power in unaccountable hands and massive growth of basically predatory institutions, most of them financial. That’s led to feelings across much of the world of anger, resentment, and distrust in institutions, which has some justification. And it’s fertile territory for demagogues; we’ve seen them arise.

But it’s also an opportunity to counter, and we’re seeing that too, everywhere from the streets of America to mutual aid groups in Brazil. Humans are capable of lots of things.

David Roberts

On the left these days, there’s a push for more public ownership in energy. But across the world, it seems like energy markets are already some of the least capitalist. What’s the right level of public involvement in the sector?

Robert Pollin

Globally, 90 percent of fossil fuel assets are publicly owned. So if we say the problem of climate change is private ownership of fossil fuel assets, and we need to transition to public ownership, well, we’re 90 percent of the way there! So that clearly is not a solution.

The cost of generating a unit of energy from solar power, wind power, and geothermal power is now fully competitive, at parity. Trump’s own Energy Department statistics show that, for a kilowatt of electricity, solar is 6.3 cents. Onshore wind is 6.0 cents, geothermal 4.7 cents. Now, coal with carbon capture is 13 cents. Nuclear is 9.3 cents. This is from the Trump administration.

The issue is, how do we mobilize investments adequately to transition into these already affordable energy-generating processes, and energy efficiency? As Noam mentioned, yes, we have a massive challenge, but it is not on the scale of World War II, at least not yet. My own estimate on a global model, we are looking at something like 2.5 to 3 percent of GDP per year, investing in renewable energy, transitioning to electricity, energy efficiency, and reforestation.

As Noam said, we don’t have time to totally overturn capitalism. We have to get to net zero emissions in no less than 30 years, and capitalism is still going to be around then. So we have to think about ways through which we can incentivize this transition that will also be egalitarian, in the sense that it will open up opportunities for small-scale enterprises. It’s going to generate jobs, and we have to make sure those are good jobs, union jobs. There will be jobs lost in the fossil fuel sector, so we have to create a just transition. But that’s all within the institutions of capitalism.

David Roberts

One longstanding political debate is over how to pay for things, or whether to pay for them. A lot of progressives these days are pushing the idea that the only limit on federal spending is inflation. Where do you come down on that question?

Robert Pollin

You’re talking about modern money theory — I don’t know if Noam has any interest in this question. [laughs]

My own financing model does make use of printing money, just not 100 percent, all the time. I had a piece in the American Prospect last December called “How to pay for zero emissions economy,” and I combined revenue sources. I have a carbon tax; 75 percent of the carbon tax is rebated back to the lower half of the income distribution, so it’s egalitarian. We take money out of the military budget. And then the rest, yeah, I say the Fed can print the money — just like right now they’re printing $4 trillion, minimum, at the drop of a hat. And I’m talking about maybe $50 billion. It’s a minuscule amount.

When this article was published, one of the main proponents of MMT, Randall Wray, somebody I’ve known for a long time, attacked my articles. “How dare you talk about paying, even $1!”

I said, I have 50 percent of the public money coming out of this pool called debt monetization, but there’s limits to that. If we’re going to pay for the green New Deal 100 percent by printing money, and on top of that Medicare-for-all, and on top of that everything else that gets us to full employment, we’re talking about a very dangerous policy tool. When do we know, exactly, we’re going to get to high inflation? And once we get there, all of a sudden, are we supposed to flip a switch and go from zero tax revenue to $4 trillion?

The proposal Noam and I have in the book relies significantly on the Federal Reserve and the European Central Bank printing money — just not 100 percent.

David Roberts

Environmental justice has moved to the center of the climate discussion. What’s your degree of hope that, in the face of fear and anxiety and panic, we’re going to transition compassionately, in an egalitarian way?

Noam Chomsky

I don’t see any contradiction. I’m old enough to remember when the Black maids all disappeared from the middle-class households and got good jobs in factories for military production. That had an egalitarian effect. It wasn’t the purpose of it, but it had that consequence. Now we can make it the purpose of things like, say, developing efficient mass transportation, instead of jamming up highways with cars. That contributes to justice and makes people’s lives better, especially poor people.

The effect of pollution is radically oriented toward harming the poor and deprived. When the Trump administration removes pollution controls from factories, who does that hurt? It’s people living near the polluting factories because they can’t afford to live anywhere else. If we end that, we’re helping them. So there’s just a lot of [egalitarian] things that happen almost automatically as the result of the Green New Deal policy, and it can be modified to make it more so.

One of the major issues of climate justice is dealing with the global South — the people who didn’t really contribute to the problem but are now suffering more from it than anyone else. That’s been discussed since the Paris negotiations, but the Republican Party has refused to provide even minimal aid that would be necessary in poor countries.

In India, the temperatures are going extremely high. Well, you need air conditioners. There are cheap, highly polluting air conditioners and there are slightly more expensive, efficient, non-polluting ones. The amount of money that would be required from the rich countries to provide Indian people with decent air conditioners would be almost undetectable. A tiny sum would make enormous difference in people’s lives. There are things like that all over the place.

David Roberts

What do you think about the degrowth movement, the idea that the only way to stabilize the climate in the long term is to cut back on consumption?

I’ve been in debates with these people — I have a lot of respect for them and fundamentally share their values. I’m sure I myself could live much more modestly than I do.

But affluent people in rich countries living a high lifestyle do not represent the standard of living for 95 percent of the world’s population. So when we say we have to live more simply, I don’t think it’s fair to apply that to everybody on planet Earth. In addition to that, people are going to keep consuming energy, and we should be in favor of delivering more energy, affordably, so that people can get around and have electricity and have a better standard of living.

The fact of the matter is, degrowth is not a solution, just in terms of simple mathematics. Right now the globe generates about 33 billion tons of CO2 emissions. Let’s say we cut global GDP by 10 percent, which would be a bigger depression than the 1930s. What happens? We cut emissions by 10 percent, from 33 billion tons to 30 billion tons. It’s no solution at all.

David Roberts

It’s not difficult to imagine the right responding to the undeniable reality of climate change with increased nationalism and hostility to immigration. How confident are you that climate change won’t spark a global wave of “green fascism”?

Noam Chomsky

I think the number of people who would think like that is so small that they really don’t matter. If they want to build themselves a gated community up in the Rockies, it’s not going to change much. It’s not gonna hurt the situation. It’s the general population that has to be reached.

Take a look at polls. Turns out that among Republicans, about 20 percent think that climate change is an urgent problem. That’s where the problem is, not with a group of reactionaries who think, I’ll save myself somehow, I’ll take a spaceship and live on Mars. The problem is the great mass of the population who are being deluded by constant propaganda. That’s a problem that can be solved by education, by organization, by reasonable forms of activism. That’s the way big changes have taken place in the world.

Just take our own country. We’re a very different country from what we were, say, 50 or 60 years ago. You go back to the 1960s, the United States had anti-miscegenation laws that were so extreme the Nazis refused to adopt them. We had federal laws in place that required that federal housing be effectively denied to African Americans. Women were not legally considered equal peers until 1975. Things that were considered normal at that time would be considered so outlandish now, you can barely even talk about them.

It didn’t happen by a miracle. And it didn’t mean convincing a couple of white supremacist reactionaries. It meant changing the nature of consciousness in the country. The Black Lives Matter protests created the biggest social movement in history, quickly, because the background had already been established. The same kind of background made it imaginable for the New York Times to publish the 1619 series. …

Awareness and consciousness can change, pretty fast, and that can happen on this too. It better happen, or we’re all in for it.

How Trump let Covid-19 win

As America, and even his own administration, woke up to the threat of Covid-19, President Donald Trump still didn’t seem to get it. Within weeks of suggesting that people social distance in mid-March, the president went on national TV to argue that the US could reopen by Easter Sunday in April. “You’ll have packed churches all over our country,” Trump said in March. “I think it’ll be a beautiful time.”

The US wasn’t able to fully and safely reopen in April. It isn’t able to fully and safely reopen in September.

The virus rages on, affecting every aspect of American life, from the economy to education to entertainment. More than 200,000 Americans are confirmed dead. Many schools are closing down again after botched attempts to reopen — with outbreaks in universities and K-12 settings. America now has one of the worst ongoing epidemics in the world, with the second most daily new Covid-19 deaths among developed nations, surpassed only by Spain.

America does not have the most Covid-19 deaths per capita of any rich country, but it’s doing worse than most. The US reports about seven times the Covid-19 deaths as the median developed country, ranking in the bottom 20 percent for coronavirus deaths among wealthy nations. Tens of thousands of lives have been needlessly lost as a result: If America had the same death rate as, for example, Canada, about 120,000 more Americans would likely be alive today.

The Easter episode, experts said, exemplified the magical thinking that has animated Trump’s response to the Covid-19 pandemic before and after the novel coronavirus reached the US. It’s a problem that’s continued through September — with Trump and those under him flat-out denying the existence of a resurgence in Covid-19, falsely claiming rising cases were a result of more tests. With every day, week, and month that the Trump administration has tried to spin a positive story, it’s also resisted stronger action, allowing the epidemic to drag on.

A pandemic was always likely to be a challenge for the US, given the country’s large size, fragmented federalist system, and libertarian streak. The public health system was already underfunded and underprepared for a major disease outbreak before Trump.

Yet many other developed countries dealt with these kinds of problems too. Public health systems are notoriously underfunded worldwide. Australia, Canada, and Germany, among others, also have federalist systems of government, individualistic societies, or both — and they’ve all fared much better.

Instead, experts said, it’s Trump’s leadership, or lack thereof, that really sets the US apart. Before Covid-19, Trump and his administration undermined preparedness — eliminating a White House office set up by the previous administration to combat pandemics, making cuts across other key parts of the federal government, and proposing further cuts.

Once the coronavirus arrived, Trump downplayed the threat, suggesting that it would soon disappear “like a miracle.” The Centers for Disease Control and Prevention (CDC) took weeks to fix botched tests, and the administration actively abdicated control of issues to local, state, and private actors.

“There was a failure to realize what an efficiently spreading respiratory virus for which we have no vaccine and no antiviral meant,” Amesh Adalja, a senior scholar at the Johns Hopkins Center for Health Security, told me. “From the very beginning, that minimization … set a tone that reverberated from the highest levels of government to what the average person believes about the virus.”

Several developed countries — including Belgium, France, Italy, and Spain — were caught off-guard by the pandemic and were hit hard early, suffering massive early outbreaks with enormous death tolls. But most developed countries took these crises seriously: adopting lengthy and strict lockdowns, widespread testing and contact tracing, masking mandates, and consistent public messaging about the virus. (Though parts of Europe are now seeing second waves, seemingly because they prematurely relaxed social distancing measures.)

America did not take the steps necessary, even after an outbreak spiraled out of control in New York. So the US suffered a wave of huge cases over the summer that other developed nations generally avoided, leading to new and continued surges in both cases and deaths. And while other developed countries have seen spikes in cases as fall neared, America also has seen cases start to rise once again.

“If George W. Bush had been president, if John McCain had been president, if Mitt Romney had been president, this would have looked very different,” Ashish Jha, dean of the Brown University School of Public Health, told me, emphasizing the failure to act after Covid-19 hit the US hard was a phenomenon driven by Trump.

Experts worry that things will again get worse: Colder weather is coming, forcing people back into risky indoor environments. So are holiday celebrations, when families and friends will gather from across the country. Another flu season looms. And Trump, experts lamented, is still not ready to do much, if anything, about it.

The White House disputes the criticisms. Spokesperson Sarah Matthews claimed Trump “has led an historic, whole-of-America coronavirus response” that followed experts’ advice, boosted testing rates, delivered equipment to health care workers, and remains focused on expediting a vaccine.

She added, “This strong leadership will continue.”

The US wasn’t prepared for a pandemic — and Trump made it worse

During the 2014 Ebola outbreak, President Barack Obama’s administration realized that the US wasn’t prepared for a pandemic. Jeremy Konyndyk, who served in the Obama administration’s Ebola response, said he “came away from that experience just completely horrified at how unready we would be for something more dangerous than Ebola,” which has a high fatality rate but did not spread easily in the US and other developed nations.

The Obama administration responded by setting up the White House National Security Council’s Directorate for Global Health Security and Biodefense, which was meant to coordinate the many agencies, from the CDC to the Department of Health and Human Services to the Pentagon, involved in contagion response.

But when John Bolton became Trump’s national security adviser in 2018, he moved to disband the office. In April 2018, Bolton fired Tom Bossert, then the homeland security adviser, who, the Washington Post reported, “had called for a comprehensive biodefense strategy against pandemics and biological attacks.” Then in May, Bolton let go the head of pandemic response, Rear Adm. Timothy Ziemer, and dismantled his global health security team. Bolton claimed that the cuts were needed to streamline the National Security Council, and the team was never replaced.

In the months before the coronavirus arrived, the Trump administration also cut a public health position meant to detect outbreaks in China and another program, called Predict, that tracked emerging pathogens around the globe, including coronaviruses. And Trump has repeatedly called for further cuts to the CDC and National Institutes of Health, both on the front lines of the federal response to disease outbreaks; the administration stood by the proposed cuts after the pandemic began, though Congress has largely rejected the proposals.

The Trump administration pushed for the cuts despite multiple, clear warnings that the US was not prepared for a pandemic. A 2019 ranking of countries’ disaster preparedness from the Johns Hopkins Center for Health Security and Nuclear Threat Initiative had the US at the top of the list, but still warned that “no country is fully prepared for epidemics or pandemics.”

A federal simulation prior to the Covid-19 pandemic also predicted problems the US eventually faced, from a collapse in coordination and communication to shortages in personal protective equipment for health care workers.

Bill Gates, who’s dedicated much of his Microsoft fortune to fighting infectious diseases, warned in 2017, “The impact of a huge epidemic, like a flu epidemic, would be phenomenal because all the supply chains would break down. There’d be a lot of panic. Many of our systems would be overloaded.”

Gates told the Washington Post in 2018 he had raised his concerns in meetings with Trump. But the president, it’s now clear, didn’t listen.

There are limitations to better preparedness, too. “If you take what assets the United States had and you use them poorly the way we did, it doesn’t matter what the report says,” Adalja said, referring to the 2019 ranking. “If you don’t have the leadership to execute, then it makes no difference.”

As Covid-19 spread, Trump downplayed the threat

On February 25, Nancy Messonnier, director of the CDC’s National Center for Immunization and Respiratory Diseases, told reporters that Americans should prepare for community spread of the coronavirus, social distancing, and the possibility that “disruption to everyday life might be severe.”

Six months later, Messonnier’s comments seem prescient. But soon after the briefing, she was pushed out of the spotlight — though she’s still on the job, her press appearances have been limited — reportedly because her negative outlook angered Trump. (Messonnier didn’t respond to a request for comment.)

The CDC as a whole has been pushed to the sidelines with her. The agency is supposed to play a leading role in America’s fight against pandemics, but it’s invisible in press briefings led by Trump, Vice President Mike Pence, advisers, and health officials like Anthony Fauci and Deborah Birx who are not part of the organization. CDC Director Robert Redfield acknowledged as much: “You may see [the CDC] as invisible on the nightly news, but it’s sure not invisible in terms of operationalizing this response.”

University of Michigan medical historian Howard Markel put it in blunter terms, telling me the US has “benched one of the greatest fighting forces against infectious diseases ever created.”

Meanwhile, the president downplayed the virus. The day after Messonnier’s warning, Trump said that “you have 15 people [with the coronavirus], and the 15 within a couple of days is going to be down to close to zero.” This type of magical thinking appears to have driven Trump’s response to Covid-19 from the start, from his conviction that cases would disappear to his proclamation that the country would reopen by Easter.

This was deliberate. As Trump later acknowledged in recorded interviews with journalist Bob Woodward, he knew that the coronavirus was “deadly stuff,” airborne, more dangerous than the flu, and could afflict both the young and old. Yet he deliberately downplayed the threat: “I wanted to always play it down,” he told Woodward on March 19. “I still like playing it down, because I don’t want to create a panic.”

Trump has long said he believes in the power of positive thinking. “I’ve been given a lot of credit for positive thinking,” he told Axios reporter Jonathan Swan during a wide-ranging discussion about Covid-19 in July. “But I also think about downside, because only a fool doesn’t.” Pressed further, he added, “I think you have to have a positive outlook. Otherwise, you have nothing.”

The concern, experts said, is the signal this messaging sends. It tells the staffers under Trump that this issue isn’t a priority, and things are fine as they are. And it suggests to the public that the virus is under control, so they don’t have to make annoying, uncomfortable changes to their lives, from physical distancing to wearing masks.

It creates the perfect conditions for a slow and inadequate response.

The CDC botched the initial test kits it sent out, and it took weeks to fix the errors. The Food and Drug Administration (FDA) also took weeks to approve other tests from private labs. As supply problems came up with testing kits, swabs, reagents, machines, and more, the Trump administration resisted taking significant action — claiming it’s up to local, state, and private actors to solve the problems and that the federal government is merely a “supplier of last resort.”

South Korea, which has been widely praised for its response to coronavirus, tested more than 66,000 people within a week of the first community transmission within its borders. By comparison, the US took roughly three weeks to complete that many tests — in a country with more than six times the population.

Asked about testing problems in March, Trump responded, “I don’t take responsibility at all.” In June, Trump claimed that “testing is a double-edged sword,” adding that “when you do testing to that extent, you’re going to find more people — you’re going to find more cases. So I said to my people, ‘Slow the testing down, please.’”

The testing shortfall was a problem few thought possible in the wealthiest, most powerful nation on earth. “We all kind of knew if a biological event hit during this administration, it wasn’t going to be good,” Saskia Popescu, an infectious disease epidemiologist, told me. “But I don’t think anyone ever anticipated it could be this bad.”

Trump also consistently undermined the advice of experts, including those in his administration. When the CDC released reopening guidelines, Trump effectively told states to ignore the guidance and reopen prematurely — to “LIBERATE” their economies. When the CDC recommended masks for public use, Trump described masking as a personal choice, refused to wear one in public for months, and even suggested that people wear masks to spite him. While federal agencies and researchers work diligently to find effective treatments for Covid-19, Trump has promoted unproven and even dangerous approaches, at one point advocating for injecting bleach. Trump’s allies have even held up CDC studies that could contradict the president’s overly optimistic outlook.

The most aggressive steps Trump took to halt the virus — travel restrictions on China and Europe imposed in February and March, respectively — were likely too limited and too late. And to the extent these measures bought time, it wasn’t properly used.

The federal government is the only entity that can solve many of the problems the country is facing. If testing supply shortfalls in Maine are slowing down testing in Arizona or Florida, the federal government has the resources and the legal jurisdiction to quickly act. Local or state offices looking for advice on how to react to a national crisis will typically turn to the federal government for guidance.

But the inaction, contradictions, and counterproductive messaging created a vacuum in federal leadership.

In the months after Trump’s prediction that coronavirus cases would go down to zero, confirmed cases in the US grew to more than 160,000. As of September 22, they stand at more than 6.8 million.

Months into the pandemic, Trump has continued to flail

After the initial wave of coronavirus cases began to subside in April, the White House stopped its daily press briefings on the topic. By June, Trump’s tweets and public appearances focused on Black Lives Matter protests and the 2020 election — part of what Politico reporter Dan Diamond described, based on discussions with administration officials, as an “apparent eagerness to change the subject.”

Then another wave of coronavirus infections hit beginning in June, peaking with more than 70,000 daily new cases, a new high, and more than 1,000 daily deaths.

America’s response to the initial rise of infections was slow and inadequate. But other developed countries also struggled with the sudden arrival of a disease brand new to humans. The second surge, experts said, was when the scope of Trump’s failure became more apparent.

By pushing states to open prematurely, failing to set up national infrastructure for testing and tracing, and downplaying masks, Trump put many states under enormous pressure to reopen before the virus was under control nationwide. Many quickly did — and over time suffered the consequences.

Rather than create a new strategy, Trump and his administration returned to magical thinking. Pence, head of the White House’s coronavirus task force, wrote an op-ed titled “There Isn’t a Coronavirus ‘Second Wave’” in mid-June, as cases started to increase again. Internally, some of Trump’s experts seemed to believe this; Birx, once a widely respected infectious disease expert, reportedly told the president and White House staff that the US was likely following the path of Italy: Cases hit a huge high but would steadily decline.

Trump trotted out optimistic, but misleading, claims and statistics. He told Axios reporter Jonathan Swan in July that the US was doing well because it had few deaths relative to the number of cases. When Swan, clearly baffled, clarified he was asking about deaths as a proportion of population — a standard metric for an epidemic’s deadliness — Trump said, “You can’t do that.” He gave no further explanation.

Seemingly believing its coronavirus mission accomplished, the Trump administration, the New York Times reported, moved to relinquish responsibility for the pandemic and leave the response to the states — in what the Times called “perhaps one of the greatest failures of presidential leadership in generations.”

“The biggest problem in the US response is there is not a US response,” Konyndyk, now a senior policy fellow at the Center for Global Development, told me. “There is a New York response. There’s a Florida response. There’s a Montana response. There’s a California response. There’s a Michigan response. There’s a Georgia response. But there is not a US response.”

When the coronavirus first hit the US, the country struggled with testing enough people, contact tracing, getting the public to follow recommendations such as physical distancing and masking, delivering enough equipment for health care workers, and hospital capacity. In the second wave, these problems have by and large repeated themselves.

Consider testing: It has significantly improved, but some parts of the country have reported weeks-long delays in getting test results, and the percentage of tests coming back positive has risen above the recommended 5 percent in most states — a sign of insufficient testing. The system once again appeared to collapse under the weight of too much demand, while the federal government failed to solve continuing problems with supply chains. Months after Congress approved billions of dollars in spending to deal with testing problems, the Trump administration has not spent much of it.

Some of Trump’s people seemed to listen to his calls to slow down testing: On August 24, the CDC updated its guidelines to suggest people exposed to others with Covid-19 don’t necessarily have to get tested — a move for effectively less testing that experts described as “dangerous” and “irresponsible.” Only after weeks of criticism did the CDC back down and, on September 18, once again call for testing people without symptoms.

Mask-wearing also remains polarized. While surveys show that the vast majority of Americans have worn masks in the past week, there’s a strong partisan divide. According to Gallup’s surveys, 99 percent of Democrats say they’ve gone out with a mask in the previous week, compared to 80 percent of Republicans. Leveraging surveys on mask use, the New York Times estimated that the percentage of people using masks in public can fall to as low as 20, 10, or the single digits — even in some communities that have been hit hard. Anti-mask protests have popped up around the country.

Testing and mask-wearing are two of the strongest weapons against Covid-19. Testing, paired with contact tracing, lets officials track the scale of an outbreak, isolate those who are sick, quarantine their contacts, and deploy community-wide efforts as necessary to contain the disease — as successfully demonstrated in Germany, New Zealand, and South Korea, among others. There’s also growing scientific evidence supporting widespread and even mandated mask use, with experts citing it as crucial to the success of nations like Japan and Slovakia in containing the virus.

It’s not that other developed nations did everything perfectly. New Zealand has contained Covid-19 without widespread masking, and Japan has done so without widespread testing. But both took at least one aggressive action the US hasn’t. “While there’s variation across many countries, the thing that distinguishes the countries doing well is they took something seriously,” Kirsten Bibbins-Domingo, an epidemiologist at the University of California San Francisco, told me.

One explanation for the shortfalls in the US response is Trump’s obsession with getting America, particularly the economy, back to normal in the short term, seemingly before Election Day this November. It’s why he’s called on governors to “LIBERATE” states. It’s why he’s repeatedly said that “the Cure can’t be worse than the problem itself.” It’s one reason, perhaps, he resisted embracing even very minor lifestyle changes such as wearing a mask.

The reality is that life will only get closer to normal once the virus is suppressed. That’s what’s working for other countries that are more earnestly reopening, from Taiwan to Germany. It’s what a preliminary study on the 1918 flu found, as US cities that emerged economically stronger back then took more aggressive action that hindered economies in the short term but better kept infections and deaths down overall.

“Dead people don’t shop,” Jade Pagkas-Bather, an infectious diseases expert and doctor at the University of Chicago, told me. “They can’t stimulate economies.”

The window to avert further catastrophe may be closing

As cases and deaths climbed over the summer, and as the November election neared, Trump at times appeared to spring back into action — bringing back coronavirus press conferences and briefly changing his tone on masks (before going back to mocking them).

But Trump still seems resistant to focusing too much on the issue. He’s tried to change the subject to former Vice President Joe Biden’s supposed plans to destroy the “Suburban Lifestyle Dream.” He’s continued to downplay the crisis, saying on July 28, as daily Covid-19 deaths once again topped 1,000, “It is what it is.” His Republican convention continued to diminish the risks of Covid-19 and exaggerate Trump’s successes in fighting the virus. At a campaign rally in Ohio on September 21, Trump claimed the virus “affects virtually nobody.”

So while combating Covid-19 aligns with Trump’s political incentives (it remains Americans’ top priority), he and his administration continue to flounder. And White House officials stand by their response so far, continually pushing blame to local and state governments.

“There’s no national plan to combat the worst pandemic that we’ve seen in a century,” Jen Kates, director of global health and HIV policy at the Kaiser Family Foundation, told me.

The summer surge of Covid-19 has calmed now, although cases across the US flattened out at a much higher level than they were in the spring, likely a result of cities, counties, states, and the public taking action as the federal government didn’t. Still, cases have started to pick back up again.

Experts now worry that the country could be setting itself up for another wave of Covid-19. Schools reopening across the country could create new vectors of transmission. The winter will force many Americans indoors to avoid the cold, while being outdoors in the open air can hinder the spread of the disease. Families and friends will come together from across the country to celebrate the holidays, creating new possibilities for superspreading events. And in the background, another flu season looms — which could limit health care capacity further just as Covid-19 cases spike.

“The virus spreads when a large number of people gather indoors,” Jha said. “That’s going to happen more in December than it did in July — and July was a pretty awful month.”

There are reasons to believe it might not get so bad. Since so many people in the US have gotten sick, that could offer some element of population immunity in some places as long as people continue social distancing and masking. After seeing two large waves of the coronavirus across the country, the public could act cautiously and slow the disease, even if local, state, and federal governments don’t. Social distancing due to Covid-19 could keep the spread of the flu down too (which seemed to happen in the Southern Hemisphere).

But the federal government could do much more to push the nation in the right direction. Experts have urged the federal government to provide clear, consistent guidance and deploy stronger policies, encouraging people to take Covid-19 as a serious threat — now, not later.

“I’m really concerned that the window might be closing,” Kates said.

Without that federal action, the US could remain stuck in a cycle of ups and downs with Covid-19, forcing the public to double down on social distancing and other measures with each new wave. As cases and deaths continue to climb, America will become even more of an outlier as much of the developed world inches back to normal. And the “beautiful time” Trump imagined for Easter will remain out of reach.

Unfortunately, we are doing this to animals that are very similar to dogs. This is an all-too-real description of how we treat some of the millions and millions of pigs we raise for meat on factory farms.

So why do we treat the animals we eat in ways we would never, ever treat our pets?

The Covid-19 coronavirus pandemic, which was first identified in China in December, has had sweeping effects in the public health, business, and travel sectors, among others. And while the repercussions for the entertainment industry may seem to pale in comparison to the clear threat the virus poses to human life, the ripple effects do have implications for the people around the world who make a living producing and distributing movies, music, and more.

The immense and lucrative Chinese film industry was hit almost immediately as movie theaters across the country were closed and major releases were delayed. Hollywood soon began to feel the effects, too, and as time passes, the impacts of the coronavirus on the global film and entertainment industries continue to be vast.

Consequences of the pandemic on these industries could range from lowered attendance at film festivals and disruptions in film distribution to delayed or canceled movie releases and concert dates to curtailed on-location film shoots. Financial ramifications will likely be felt by studios, filmmakers, theater owners, and more for months or even years.

Here are the biggest and most significant developments in the entertainment industry in response to the pandemic. Most recently, Disney announced more delays to several of its biggest films slated for 2020, including West Side Story and Black Widow.

Major entertainment festival cancellations and postponements

K-pop concerts canceled, including BTS shows: On February 28, the hugely popular K-pop group BTS canceled a series of concerts in Seoul. The shows were scheduled for April 11 and 12 and April 18 and 19 at Seoul’s Olympic Stadium. The group’s management agency said the decision was made due to the impossibility of predicting the scale of the outbreak in South Korea come April and cited the health and safety of the musicians themselves, workers, and concertgoers. Two hundred thousand fans were expected to attend.

Days earlier, BTS had asked fans to avoid a series of TV appearances scheduled to promote their newest album, Map of the Soul: 7, which had originally been planned to include studio audiences. The group also appealed to fans via a streamed press conference. “Health is always on our minds these days, and our messages of facing your inner self and loving yourself are ultimately only possible when you’re healthy, especially since it is very risky outside these days,” one of the singers, Jimin, said. ”I hope you take care of yourself.”

The entire Korean entertainment sector has been affected by the outbreak, and K-pop has been hit particularly hard, with groups including GOT7, Winner, Sechs Kies, (G) I-DLE, and others canceling scheduled tour dates. Variety reported that box office revenue in South Korea was down 30 to 40 percent in January 2020 compared to previous years.

SXSW canceled: On March 6, the city of Austin, Texas, declared a state of disaster, requiring the cancellation of public gatherings and events for the near future. The most notable of those is the cancellation of South by Southwest, the annual music, film, TV, and technology festival that serves as a significant financial powerhouse for the city.

The announcement came after a week full of major companies — including Netflix, Apple, Amazon, WarnerMedia, Facebook, Twitter, TikTok, Mashable, Intel, and more — dropping out of the well-attended event, canceling panels, premieres, and other appearances. Days later, SXSW organizers announced that they had laid off one-third of the festival’s employees in what they called “a necessary, but heartbreaking, step.”

Emerald City Comic Con delayed: The organizing body behind Emerald City Comic Con, the largest convention of its kind in Seattle, Washington, announced on March 6 that it will postpone the event until sometime this summer. The event was scheduled to run from March 12 to 16.

“We did everything that we could to run the event as planned, but ultimately, we are following the guidance of the local public health officials indicating that conventions should now be postponed,” convention organizers Reedpop said in a statement published on the Emerald City Comic Con website.

Cannes Film Festival delayed: Initially, the 2020 edition of the Cannes Film Festival, arguably the most prestigious film festival in the world, was left in limbo following an announcement from the festival’s organizers on March 19 that the gathering could be delayed until “late June or early July,” or another time. (The festival had been slated to take place May 12 to 23 and draws thousands of industries and press from around the globe each year.) The festival first issued a statement on February 28 after the first case of coronavirus in nearby Nice, France, was confirmed by the city’s mayor, saying that organizers were monitoring the situation but planned for the festival to go forward. (Cannes is a seaside resort town located on the French Riviera, about 30 km from Nice.)

By late spring, the organizers announced that the 2020 edition would be canceled. All films that would have played in the official and sidebar programs at the festival will bear the official Cannes seal when released in theaters or potentially at partner festivals in the fall, such as those that take place in Venice and Toronto. They announced these selections on June 3.

Coachella delayed, then canceled: Goldenvoice, the organizers of Coachella — one of the largest annual music festivals in the US — announced on March 10 that the festival would be postponed due to concerns about Covid-19. Another Goldenvoice festival, the country-music-oriented Stagecoach, was also delayed.

The Indio, California-based event was originally set to run for two weekends (April 10-12 and April 17-19), with the same talent lineup performing both weekends. The postponement moved Coachella to October 9-11 and October 16-18; Stagecoach 2020 was pushed back from April to October 23-25.

But on June 10, both events were canceled by an order from the public health officer of Riverside County, California.

Electronics Entertainment Expo (E3) canceled: The 2020 Electronic Entertainment Expo (E3) — the single biggest trade show in the video game industry — has been canceled. The Entertainment Software Association, which organizes the event, announced that it would not go forward with the annual event due to coronavirus fears in California, where E3 takes place. The event was scheduled for June 9 to 11.

The organization said it will contact exhibitors and attendees about receiving full refunds for passes, and that it is considering ways to “coordinate an online experience” in lieu of the in-person event. It also maintains that E3 will return next year as planned.

The NBA suspended basketball games: A player on the Utah Jazz tested positive for coronavirus on March 11, leading NBA officials to call off that night’s Jazz game just before tip-off. As a further precautionary measure, the league issued a statement that it would suspend the basketball season “until further notice.”

Prior to putting an early pause on the rest of the season, the NBA made other efforts to protect players and fans. The league barred media from locker rooms and publicly considered having teams play to empty arenas before ultimately stopping play altogether.

Games resumed on July 30.

2020 Tokyo Olympics delayed: On March 24, following pressure from athletes and multiple nations’ Olympic committees, the International Olympic Committee and Japanese prime minister Shinzo Abe announced that the 2020 Summer Olympics would be postponed, possibly until 2021; on March 30, the dates were set for July 23-August 8, 2021.

San Diego Comic-Con 2020 canceled: On April 17, the organizers of San Diego Comic-Con announced that the yearly fan convention will not go on as planned in 2020. The event will resume once again in July 2021 at the San Diego Convention Center. The cancellation marks the first time in Comic-Con’s 50-year history that the event, the largest convention of its kind in the US, will not take place.

Major film release dates postponed or canceled

Warner Bros. changes release plans: On April 20, Warner Bros. announced changes to its slate. The Batman, starring Robert Pattinson, shifted from a release date of June 25, 2021, to October 1, 2021. The Many Saints of Newark, a prequel to The Sopranos, was delayed from September 25, 2020, to March 12, 2021. King Richard, a biopic about Venus and Serena Williams’ father starring Will Smith, shifted from November 25, 2020, to November 19, 2021. An untitled Elvis movie moved from October 1, 2021 to November 5, 2021.

Two DC titles also shifted dates: Shazam! 2 is delayed from April 1, 2022 to November 4, 2022, and The Flash moved from July 1, 2022, to June 3, 2022.

On April 21, the studio announced that the big-screen adaptation of Lin-Manuel Miranda’s In the Heights, originally set for June 26, 2020, would move to June 18, 2021, because of pandemic-related post-production delays. Malignant, a thriller from Aquaman director James Wan that had originally been scheduled for August 14 was pulled from the release schedule.

On June 12, the studio announced that Christopher Nolan’s Tenet, previously slated for release on July 17, would move to July 31. Wonder Woman 1984, which was set for August 14, moved to October 2. (Wonder Woman 1984 previously shifted from June to August.)

On July 20, with case numbers rising around the US and most theaters remaining closed, Warner Bros. announced that Tenet’s release would be delayed indefinitely. A week later, the studio announced that the film would be released on a staggered schedule: on August 26 in 70 international territories and then in select US theaters beginning September 3.

On September 11, the studio announced that it had delayed Wonder Woman 1984 again, reportedly until Christmas.

Newest Pixar film delayed: On April 13, Disney announced that Pixar’s latest release, Soul, would open on November 20, 2020. The film was previously set to open on June 19.

Disney makes sweeping changes to release calendar: On April 3, Disney made huge changes to its release calendar, setting dates for movies it had previously pulled without a date and moving others. Mulan was set to open on July 24, 2020, while Jungle Cruise, which had been set to release that day, moved to July 30, 2021. An untitled Indiana Jones film moved from July 9, 2021, to July 29, 2022.

Changes in the MCU calendar also set off a domino effect. Black Widow was newly set for November 6, 2020, while the previous release on that date, Shang-Chi, shifted to May 7, 2021. Originally, Doctor Strange 2 was set to release on that date; it’s now set to open November 5, 2021, displacing Thor: Love and Thunder until February 28, 2022. Black Panther 2 is still currently set for May 6, 2022, and Captain Marvel 2 moved from July 22 to July 8, 2022.

Disney also owns 20th Century Films and Searchlight Films, which had a number of changes. The Ryan Reynolds film Free Guy moved from July 3 to December 11, 2020. West Side Story is still set for December 18 and Ridley Scott’s The Last Duel for Christmas Day.

On July 23, however, Disney announced a series of sweeping scheduling changes once again. Mulan was pulled off the release calendar, indefinitely delaying its debut. Disney also took Wes Anderson’s newest film, The French Dispatch, off the calendar indefinitely, after it had initially moved from July 24 to October 16, 2020. Disney moved its upcoming trio of Star Wars movies forward by one year; they’re now slated to release in 2023, 2025, and 2027. And James Cameron’s Avatar sequels were moved back by a year as well, with the first set to premiere in December 2022.

The August 28 date for Disney’s The New Mutants remains August 28, for now; it was originally slated for April 3. And a release date for The Woman in the Window (originally slated for May 15) has not been set yet.

On August 4, Disney announced that Mulan would be released on its Disney+ streaming service. Subscribers will pay an additional $29.99 to rent the movie, available September 4. In territories where Disney+ is not available, Mulan will open in theaters that same day. (Notably, Disney+ is not available in China.)

On September 23, Disney announced more sweeping changes to its release schedule. Black Widow, originally set for November 6, is now slated to open on May 7, 2021. That delay shifted release dates for several other movies in the MCU, including Eternals (from February 12, 2021, to November 5, 2021) and Shang-Chi (from May 7, 2021, to July 9, 2021).

West Side Story, which had been set to release in the prime awards-season slot of December 18, 2020, will now open a full year later on December 10, 2021. The King’s Man — which had initially been set to open in September 2020, then delayed into 2021 — now has a release date of February 16, 2021. And Deep Water, starring Ben Affleck and Ana de Armas, moved from November 13, 2020, to August 13, 2021.

A number of Disney’s films — among them Soul, the latest from Pixar — are still set for 2020 release. Soul has retained its November 20 date, at least for now. Death on the Nile shifted from October 23 to December 18. And the horror film The Empty Man is now set to open on October 23 rather than December 4.

Sony delays nearly all its movies until 2021: On March 30, Sony announced that nearly all of its summer tentpole films would be delayed until late 2020 or early 2021. Delayed movies include Kevin Hart’s Fatherhood, Jared Leto’s Morbius, Ghostbusters: Afterlife, Uncharted, and the previously delayed Peter Rabbit 2: The Runaway. The only film that appeared unaffected was the Spider-Man: Far From Home sequel, which is still set for theatrical release on July 16, 2020.

NBCUniversal to release major films digitally: In an unprecedented move, NBCUniversal announced on March 16 that it would make some movies available digitally the same day they are released in movie theaters that remain open, including Trolls World Tour, which is set to hit theaters on April 10. Movies currently in theatrical release will also be available on-demand, including The Hunt, The Invisible Man, and Emma. Movies are available for a 48-hour rental period for $19.99 in the US and an equivalent price abroad.

No Time to Die: On February 16, MGM announced that it would cancel the Chinese premiere and publicity tour planned for the new James Bond movie, No Time To Die, which was scheduled for April. On March 4, the studio announced that it had delayed the film’s release until November 25, making the film the first major tentpole release to be delayed worldwide. The film’s release date moved again on June 12, from November 25 to November 20.

Paramount changes release dates: On March 12, John Krasinski, director of Paramount’s A Quiet Place Part II, announced via Twitter that the movie’s March 19 release date would be delayed. “One of the things I’m most proud of is that people have said our movie is one you have to see all together. Well due to the ever-changing circumstances of what’s going on in the world around us, now is clearly not the right time to do that,” he wrote. “As insanely excited as we are for all of you to see this movie … I’m gonna wait to release the film till we CAN see it all together! So here’s to our group movie date! See you soon!”

On July 23, Paramount announced that the Quiet Place sequel would be pushed to April 23, 2021. Top Gun Maverick was also delayed from December 23, 2020 to July 2, 2021. And that bumped Jackass, previously scheduled for July 2, 2021, to September 3, 2021.

Fast and Furious 9: On March 12, Universal Pictures announced that it would delay the release date of the ninth installment in the Fast and Furious franchise by 11 months, from May 22 to April 2, 2021.

Chinese movies scrapped theatrical release and premiere online: The biggest films of China’s year are usually scheduled to release during the Lunar New Year holiday, near the end of January, but mounting fears of the coronavirus and public reticence to be in crowded spaces caused distributors to voluntarily cancel or postpone several film releases. Huanxi, distributor of the Chinese blockbuster Lost in Russia, announced on January 22 that the film would premiere online for free. Promotional materials encouraged audiences to “stay safely at home and watch Lost in Russia with your mom.” On January 31, Enter the Fat Dragon became the second major Chinese film to premiere online, as theaters are closed by order of the government.

Film and TV productions halted, altered, or shut down

Saturday Night Live aired remotely produced content: On April 9, the producers of Saturday Night Live, which had been on hiatus since mid-March, announced that new, remotely produced material would air on NBC in the show’s usual Saturday night slot, 11:30 pm on April 11, including a “Weekend Update” segment.

The coronavirus has touched Saturday Night Live in at least two ways. The show’s long-time music supervisor, Hal Willner, passed away on April 7 at the age of 64; he was not formally diagnosed with the virus but had consistent symptoms. And Michael Che, one of the show’s co-head writers and co-anchor with Colin Jost of “Weekend Update,” announced via social media on April 6 that his grandmother had passed away from coronavirus complications.

The show joined other late-night comedy shows, such as NBC’s The Tonight Show with Jimmy Fallon and Late Night with Seth Meyers, CBS’s The Late Show with Stephen Colbert, ABC’s Jimmy Kimmel Live!, Comedy Central’s The Daily Show, in creating comedy content remotely.

Eurovision canceled: On March 18, the organizers of the Eurovision Song Contest announced via Twitter that the 2020 edition of the event was canceled. The event had been planned for May.

TV shows suspend production: Hundreds of shows have delayed or suspended production, including Apple’s The Morning Show and Little America; Netflix shows including Russian Doll; the CW’s Riverdale; NBC shows including the Chicago dramas and The Kelly Clarkson Show; CBS shows including the NCIS dramas, The Amazing Race, and Survivor; and many more.

Late-night shows suspend production or tape without a studio audience: Originally, on March 11, producers of shows including NBC’s The Tonight Show (hosted by Jimmy Fallon) and Late Night With Seth Meyers, CBS’s Late Show With Stephen Colbert, TBS’s Full Frontal with Samantha Bee, and Comedy Central’s Daily Show (hosted by Trevor Noah) all announced they would begin taping without a live studio audience on March 16.

A day later, NBC announced that The Tonight Show and Late Night would suspend production beginning the week of March 16; Stephen Colbert also announced that the Late Show would suspend production. All three shows were already scheduled to go into hiatus on March 23. On March 13, Jimmy Kimmel Live also suspended production. Most shows eventually began producing remotely, often with hosts and guests working from home studios.

Disney suspends live-action production: On March 13, Disney announced that production on its live-action movies would suspend production. Affected films include The Little Mermaid, a Home Alone reboot, and Peter Pan. Earlier in the day, production on Marvel’s Shang-Chi and the Legend of Ten Rings had been suspended due to director Destin Daniel Cretton’s decision to self-isolate upon advice of a doctor. (Marvel is owned by Disney.)

Jia Zhangke project delayed: At the Berlin Film Festival in February, famed Chinese director Jia Zhangke (Ash Is Purest White, A Touch of Sin) told Indiewire that production on his new film, which was slated to begin in April, was delayed indefinitely. Jia spoke with Indiewire at the Berlin Film Festival, where his documentary Swimming Out Till the Sea Turns Blue premiered. But he said that before he left, he’d feared his flight to Berlin would be canceled, and that some of his collaborators chose not to make the trip. Regarding his next film, he said:

For some film companies and studios involved in pre-production, a lot of costs are going down the drain, and those that already started production have to be somehow cut short or suspended. Some of them are already in the process of distributing films and they’ve paid for a lot of promotion and PR costs. The economy is now taking a huge hit, and I think the investment side will be hugely impacted as well.

Mission: Impossible production paused: On February 26, Paramount Pictures announced that it had halted a planned three-week shoot in Venice for the seventh installment in the Mission: Impossible franchise. “Out of an abundance of caution for the safety and well-being of our cast and crew, and efforts of the local Venetian government to halt public gatherings in response to the threat of coronavirus, we are altering the production plan for our three-week shoot in Venice, the scheduled first leg of an extensive production for Mission: Impossible 7,” a Paramount spokesperson told the Hollywood Reporter. “During this hiatus we want to be mindful of the concerns of the crew and are allowing them to return home until production starts. We will continue to monitor this situation, and work alongside health and government officials as it evolves.”

Jeopardy and Wheel of Fortune tape without a studio audience: Though Sony declined to comment, sources told the Hollywood Reporter on March 9 that scheduled tapings of the shows would go forward without a live studio audience. The measure was taken partly as a precaution for the health of Jeopardy host Alex Trebek, who has stage 4 pancreatic cancer.

Tom Hanks and Rita Wilson announce they’ve contracted the virus: One of Hollywood’s biggest stars, Tom Hanks, announced that he and his wife Rita Wilson had contracted the coronavirus while shooting Baz Luhrmann’s untitled Elvis Presley film in Australia:

In a message posted publicly on March 11, Hanks was his typical upbeat self:

Well, now. What to do next? The Medical Officials have protocols that must be followed. We Hanks’ will be tested, observed, and isolated for as long as public health and safety requires. Not much more to it than a one-day-at-a-time approach, no?

Entertainment venues and attractions shut down

All Disney parks shut down: On January 25, Disney shut down its Shanghai Disneyland park over fears of the coronavirus. The park is a major revenue generator, with 11.8 million guests in 2018, 50 percent from outside the Shanghai region, and an estimated $1 billion in annual revenue and $50 million in operating profit. A day after Shanghai Disneyland’s closure, Hong Kong Disneyland shut down. Both Disney parks in Japan closed on February 29 and Disney announced on March 11 that they will remain closed through at least the end of April.

Late in the day on March 12, Disneyland in California announced it would close the following day; by that evening, the company announced that all of its parks would close, including those in Florida and Disneyland Paris (where three staff had previously tested positive for coronavirus).

In July, Disney World reopened amid a spike in Florida coronavirus cases.

North American movie theaters shut down: On March 13, a number of theaters and theater chains, including AMC Theatres, and the Canadian chain Cineplex, announced that they would be reducing the number of tickets sold to screenings by as much as 50 percent in order to enable patrons to sit further apart as part of “social distancing” measures.

On March 15, theaters in New York and Los Angeles were shut down by order of their respective mayors. On March 16, Regal announced it would shut down all of its 543 US theaters indefinitely; later in the day, AMC followed suit.

New York City cultural sites closed: On March 12, major cultural sites in New York City began to close, including the Metropolitan Museum of Art. Other institutions canceled programming for the month of March, such as the New York Public Library and Carnegie Hall.

Within days, the Metropolitan Museum of Art announced that it anticipated staying closed through July and laying off much of its staff. On March 19, the Metropolitan Opera laid off all of its union employees, including musicians and chorus.

Broadway shows closed: On March 12, New York Gov. Andrew Cuomo announced that beginning at 5:00 pm, Broadway would be closed, part of a ban on gatherings of more than 500 people. On April 8, the Broadway League announced that theaters would remain closed through June, and probably longer. On June 29, the League extended the shutdown through January 3, 2021.

West End closes: On March 16, London’s West End shut down, following Prime Minister Boris Johnson’s speech urging Britons to avoid public spaces. The theaters, including the Royal Opera House, will stay closed indefinitely. As of June, the West End closures remained in effect through at least August 2.

Italian cultural sites closed: In February, a number of major museums in Venice, Milan, Turin, and other northern Italian cities were closed as part of the government’s aggressive attempt to contain the virus, and annual Carnivale celebrations stopped early. By early March, with the country under complete lockdown, cultural sites across Italy were closed, including the Colosseum and Pompeii.

Chinese movie theaters shut down for months, tentatively begin to reopen, then re-close: Hoping to contain the coronavirus outbreak, on January 23 the Chinese government temporarily shut down movie theaters throughout the country until further notice. A total film production shutdown soon followed. Loss of revenue over the Lunar New Year holiday in late January, during which movie theaters typically see an uptick in ticket sales, amounted to a staggering $1 billion, according to analysts.

By March 23, about 500 cinemas had reopened in China, roughly 5 percent of the cinemas in the country that were open before the outbreak. Variety reported that box office earnings remained minimal. But by March 27, they were closed again. Some Chinese movie theaters began to open in late July.

During the peak of the recent wildfires, cities like Portland, Oregon, and Seattle, Washington, suffered some of the dirtiest air in the world, making breathing the air like smoking a pack of cigarettes in a day.

The smoke from these fires has shrouded millions of people in dirty air, as you can see in this map of air quality from Esri, a geographic information software firm:

But even after the flames are snuffed out, the harm from this dirty air may linger. Evidence is emerging showing that the health effects from wildfire smoke can last for a long time.

How long?

“Well, I guess unfortunately the short answer is potentially for a lifetime,” said Edward Avol, a professor of preventive medicine at the Keck School of Medicine at the University of Southern California. “In the short term, we have the potential for short-term emergency-room-type events, but in the longer term, we have the development of more chronic disease.”

While evidence continues to mount about the enormous economic, social, and health costs of air pollution, these wildfires show that we may still be underestimating the true scope of the problem. And as wildfires become more dangerous as populations increase in high-risk areas and as the climate changes, these hazards will only grow. That means we need to find ways to reduce exposure to wildfire smoke in the near term while also preparing to cope with the health effects over the long term.

The health impacts of wildfire smoke don’t end when the blazes burn out

When wildfires burn, they emit a blend of gases and particles including ash, volatile organic compounds, and carbon monoxide. And when the smoke reaches urban areas, it can mix with human-produced chemicals, like those from solvents, plastics, and metals.

The immediate effects of this toxic brew can be stark. It can cause coughing and watery eyes, while worsening underlying health problems like heart disease and asthma. Some of the worst effects of smoke come from tiny particles known as PM2.5, particles with a diameter smaller than 2.5 microns. These motes can penetrate deep into the lungs and even cross into the bloodstream.

Air pollution, regardless of the source, is already one of the deadliest public health threats in the world. The World Health Organization estimates that 7 million people a year die from air pollution. Dirty air can also take years of life expectancy away from people.

But a key aspect of wildfire smoke that makes it so dangerous compared to other pollution sources is the sheer amount of hazardous particles and gases it produces.

“One thing that’s quite unique about wildfires is that they can create these very high levels of the particulate matter air pollution that you really don’t typically see on a day-to-day basis with typical urban pollution from trucks or factories,” said Jo Kay Ghosh, the health effects officer for the South Coast Air Quality Management District, whose jurisdiction covers more than 17 million people across Southern California. “In general, the higher [the] levels of pollution, the higher the risks of health effects.”

A recent study published in the journal Toxics looked at what happened to people in the community of Seeley Lake, Montana, after unprecedented late-summer wildfires in 2017 bathed the town in high concentrations of PM2.5 for more than a month.

Researchers examined 95 adults from Seeley Lake one and two years after the fires, measuring their lung functions. They found a significant increase in the number of people with below-normal lung function at these time points.

“The observed changes in lung function,” the researchers wrote, “ … illustrate the potential for long-term adverse health effects following a significant exposure to wildfire smoke. While the event in the present study was singular in its level and duration of smoke exposure, this is not the first, nor will it be the last exposure for these communities, due to the history of wildfires in this region.”

As a caveat, the researchers noted that the sample of people in their study skewed older, with an average age of 63. That means that many may have had preexisting breathing issues. But the results show how vulnerable groups may face an outsize health burden from wildfire smoke.

“When children and adults with potentially compromised health conditions are exposed to the smoke for days or weeks at a time, the concern is that this might convert to longer-lasting effects over their lifetime,” said USC’s Avol, who was not involved in the study.

This is still an emerging area of research, and scientists are also studying the long-term consequences of other recent major wildfires. With more robust results, in time we may get a better handle on the health burden of wildfires.

More smoky air is likely in store for the West

Fire season still isn’t over for some parts of the West. As autumn winds pick up, a new round of blazes could spark and spread, particularly in Southern California, home of the notorious Santa Ana winds that can gust at 70 mph. More fires could further increase the health risks for people already struggling to get fresh air.

The key way people can protect themselves in these conditions is to limit their time outdoors, and if someone has to leave the home, they should wear a mask rated to filter particles, like an N95 mask. Within their homes, they should seal doors and windows and filter air coming through ventilation systems.

Ghosh emphasized that it’s important for people to check their local air quality since the amounts of smoke can vary a lot, even between nearby neighborhoods. And wildfires aren’t the only thing degrading the air.

“While we are in wildfire season, … we are also in smog season,” Ghosh said. “There are these different types of pollution and it’s important to pay attention to both.”

The South Coast AQMD created an app where Southern California residents can track where the air outside is dangerous to breathe, including wildfire effects as well as urban pollution sources.

However, these regions facing wildfire smoke are also, of course, confronting the Covid-19 pandemic. Since the disease is a respiratory infection that can spread through the air in closed quarters, much of the guidance for reducing exposure to the disease centers on increasing ventilation and exchanging indoor air with outdoor air.

“In a closed space for Covid, what we would say is we don’t want the indoor air concentrations in the confined space to build up, so we want to bring in as much outside air” as possible, said Avol. “In a wildfire situation, we don’t want the outside smoke to get in so we want to reduce the amount of outside air we’re bringing in. So they’re exactly opposite here.”

That’s creating a challenge for officials trying to both mitigate the pandemic and reduce exposure to wildfire smoke. And as the fires continue to rage, the tension will increase.

Six months into the US response to the Covid-19 pandemic, Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, remains one of the most visible and steadfast defenders of science in an increasingly politicized environment.

On Thursday, Vox and Today, Explained host Sean Rameswaram spoke to Fauci about calling out Sen. Rand Paul at a Wednesday Senate hearing; his projections for when vaccines may be ready to distribute; his concerns about public mistrust in the vaccine approval process; and telling political appointees at the Centers for Disease Control and Prevention to “take a walk.” He also detailed who the real enemy is and what he would ask for if he could wave a magic wand right now.

“The public health response and the public health activities, in fact, have become politicized, which is so unfortunate,” he told Rameswaram.

The University of Washington’s Covid-19 model is now saying we may see nearly 400,000 deaths by the end of the year. Is that a realistic estimate?

Anthony Fauci

We really have got to be careful because those are models. Models are based on the assumptions that you make to put into the model. Certainly if things go poorly — if, in fact, we do not get control and people do not cooperate in some of the public health measures — that could happen.

Hopefully, as we get toward the end of the year, we’ll know that we have a vaccine, or more than one vaccine, that’s safe and effective. So if we could start vaccinating at least the high-risk people, as well as the front-line responders, by the end of this calendar year and into 2021, we could prevent that surge that everyone is concerned about.

But we can’t just rely on a vaccine. We’ve got to rely on [people’s adherence] to the simple recommended public health measures, particularly mask-wearing when you’re inside and may not be able to keep the physical distance that we’d like to see.

Sean Rameswaram

What is the latest on a vaccine being available in the United States? What do you think the timeline is?

Anthony Fauci

We don’t know. So when you hear people make projections, they are merely projections. The vaccines that are currently in advanced trials — the Pfizer, Moderna, and now the JNJ Janssen products — are in play. (A fourth [AstraZeneca] is on hold because of an adverse event that took place.)

They have anywhere from 30,000 to 60,000 people [enrolled] per trial. And given the enrollment and the number of infections, I would project … that by the end of the year, let’s say November or December, we will know whether the vaccines, plural, are safe and effective.

It could be earlier. I mean, if there are enough infections in the trial and you could distinguish between the placebo and the vaccine limb of the trial, you may be able to make a determination early. But let’s assume that it’s November and December.

You could ask, what do you think the chances are of it being safe and effective? The first honest thing to say is that you don’t know. But based on the preliminary data that we’ve seen in animal studies, as well as in the phase 1 studies, the vaccines appear to induce a response that’s comparable to a good response to natural infection, which traditionally is always a good sign that you’re going in the right direction.

But the proof of the pudding is going to be the result of the [phase 3] trials. Now, if, in fact, it shows to be safe and effective and you start vaccinating people, you could do that as early as the end of this year.

We’ve taken a major financial risk of producing vaccines even before we know that they work, which means if they do work, you saved a lot of months. If they don’t work, the only thing you’ve lost is money. And right now, we feel that the investment is really worth the risk financially, because we want to do things as safely but as quickly as possible.

Once we have a vaccine in the United States, do we have a plan for how it will be distributed across the country?

Anthony Fauci

Yes, yes. Traditionally, the final decision on that is with the CDC … and they rely heavily on the advice of a committee called the Advisory Committee on Immunization Practices. With regard to Covid-19 vaccines, we’ve added an extra layer to that. The National Academy of Medicine is putting together a group of scientists, ethicists, and others to map out what we think is the most appropriate, fair, and ethical way to distribute vaccines in a greater fashion.

Traditionally, you start off vaccinating the health care providers and front-line individuals who are putting themselves at risk to take care of sick patients. The other [group] is those at high risk, such as the elderly, those who have underlying conditions and people like that. The final determination has not been made, but that will be coming very soon.

Sean Rameswaram

How worried are you about faith in the vaccine? Are you concerned that people might not trust a vaccine produced in this country?

Anthony Fauci

I am very concerned about that. And that’s the reason why I’m right here talking with you. I’m trying to make sure that we can reach out to the community and explain the process,

Because when you look at the decisions about whether a vaccine is safe and effective — we spoke about this in detail at the Senate hearing yesterday that many people tuned in to — at least I gathered that from a lot of the tweets following that hearing …

Sean Rameswaram

I thought you weren’t on Twitter?

Anthony Fauci

I’m not. But my staff sends me these emails that say, you got to look at this.

The situation is that people need to understand that an independent body, the Data and Safety Monitoring Board [DSMB], is beholden to no one, not to the president, not to the vaccine companies, not to the FDA [Food and Drug Administration]. Not to me.

They are an independent group of established scientists, ethicists, and statisticians. They are the only ones that have access to the data because it’s a double-blind study. And a vaccine has a predetermined set of criteria to determine if it works or not. And the DSMB intermittently looks at that.

When they feel it’s reached that point, they will then notify the company. Then the company has the option, which they will certainly do, of presenting it to the FDA either for an emergency use authorization or directly for what we call a BLA, or a biological license application, which essentially is a license.

FDA scientists will look at that. Then they will consult with another advisory committee called the Vaccines and Related Biological Products Advisory Committee [VRBPAC], who are, again, advisory to the FDA. Those data will become public so that scientists like myself and my colleagues will have access.

Everybody’s worrying that someone is going to make an end run around that and try to get a vaccine out for political reasons. Well, that will not happen, but if it does … it will be really transparent. Because the scientists will see the data.

The FDA has pledged publicly multiple times that they will not approve a vaccine unless they’ve established that nonpolitical scientists agree that it’s safe and effective. And we’ve got to keep getting that message out because it’s totally understandable giving the mixed messages that are coming out that the public might be skeptical about vaccines.

And if it turns out somebody tries to force it out, I tell you, I will be one of the first ones that will object to that.

Sean Rameswaram

So you’ll be out there saying this is not the vaccine we should trust?

Anthony Fauci

Yeah, I would say that the process is not the right process to do this, and we really need to go back to the right process.

Sean Rameswaram

Are you worried about how this whole coronavirus pandemic has shaken faith in these institutions that previously had this sort of bulletproof reputation?

Anthony Fauci

Yeah.

Sean Rameswaram

Institutions like the CDC.

Anthony Fauci

Yes, that is unfortunate. There have been some unfortunate things that have happened. There have been people within agencies that have tried unsuccessfully to influence the CDC.

In one situation, not to mention any names, one of those individuals tried to influence what I said, which is really a fool’s errand, because I essentially told them to go take a walk. Those people are not there anymore.

I can tell you, quite frankly, that I have been in intensive discussions with the director of the CDC and the director of FDA and I really, truly believe that you can trust them. And besides the core people, the career scientists at the CDC and the FDA — they do this for a living. They are apolitical and completely devoted to the health of our nation. And those are the people that will speak out.

Sean Rameswaram

Your Wednesday appearance before the Senate sort of blew up on Twitter. Was it that people finally saw you lose your patience with Sen. Rand Paul? I know from watching you over the past six or seven months how hard you’ve tried to remain above the political fray. And I wonder, six, seven months into it, isn’t it wearing on you?

Anthony Fauci

Well, the answer is it is certainly possible, and I have been doing this not only over the last six months, but, like, for 40 years.

I do have a great deal of respect for the institution of the Senate, and I do have respect for Sen. Rand Paul. But he was saying things that were not true. And, well, I just couldn’t let that stand because there we were on national TV with a lot of cameras. And I just had to call him on that.

I think people are giving him information. It is what’s called cherry-picking information out there. He was saying things that were not compatible with the scientific data. So what the audience saw me do was say, “Whoa, wait a minute, time out. You really can’t say that.”

I wasn’t disrespectful at all. I think I was quite respectful. But it isn’t a question of politics because he was saying what he thought was the right thing. And I disagreed with that.

Sean Rameswaram

Is it impossible to remain above the politics when this pandemic has been so politicized?

Anthony Fauci

We’re in a highly charged political season with big-time, high-stakes elections. The public health response and the public health activities, in fact, have become politicized, which is so unfortunate. We’ve lost sight of the fact that the bad guy here is the virus. The bad guy is not one side or the other.

Public health measures should be the gateway and the vehicle to getting the country’s economy back and opening up the country. And yet there are some who interpret that as an obstacle. It isn’t the obstacle. It’s the solution.

So we’ve got to keep hammering that message home: We’re all in this together. And when you have some groups of society who make it a political issue, it makes it very complicated to get a uniform, consistent approach in our country.

Sean Rameswaram

If you could wave a magic wand over the United States and change one thing tomorrow to improve the trajectory of this pandemic, what would it be?

Anthony Fauci

I think apart from a vaccine, which we’ll have to wait a few months for, if I were to wave a wand now, it would be to get the entire country uniformly pulling together in a public health way to get these cases down. A couple of days after 9/11, we didn’t have any political arguing about what we needed to do, or, you know, December 1941 after Pearl Harbor. Everybody was in it together.

That’s really what we’re dealing with. I don’t want to get too melodramatic, but we are at war with a virus. We are not at war with each other. So my magic wand would be … a spirit of pulling together.

The oil and gas industry has found itself under a harsh spotlight as concern over climate change increases across the world. Lately, oil and gas majors have responded to the scrutiny with a series of pledges, plans, and press releases on the subject of global warming. The big five oil giants — Exxon and Chevron (US), BP (UK), Total (France), and Shell (the Netherlands) — have all pledged, with varying degrees of ambition, to reduce their emissions.

The industry has clearly gotten the memo that climate policy is happening. And it wants to be at the table rather than on the menu.

But do these pledges pass muster? Are they in line with a 1.5° Celsius scenario, or even close? The general consensus seems to be no. The International Energy Agency said, upon this year’s release of its “Oil and Gas Industry in Energy Transitions” report, “there are few signs of the large-scale change in capital allocation needed to put the world on a more sustainable path.” In other words, show me the money.

There are other ways of assessing these plans outside of their total dollar amounts. Do they rely on carbon offsets or carbon capture plans of dubious value? Do they signal a change in lobbying, advertising, and political participation? Do they account for climate justice?

In an attempt to bring some rigor to these assessments, the nonprofit Oil Change International (OCI) has released a report that lays out a set of necessary-but-not-sufficient “minimum criteria” that oil company plans must meet “to have the possibility of being 1.5°C-aligned.”

How do the plans measure up? Well, they all fail — none are aligned with 1.5°. BP is doing the best, but none are particularly close to clearing the bar.

Before getting into the criteria OCI uses and what they say about oil company pledges, let’s run through a little background.

The fossil fuel industry is struggling with low prices, oversupply, and political pressure

As I wrote in some detail earlier this year, the fossil fuel industry is a mess. It was facing difficult cross-pressures even before the Covid-19 lockdown hit it in the gut.

Fracking operations have been losing money for years. Overproduction and overinvestment have created a supply glut that was suppressing oil prices even before the virus struck. Renewables are skyrocketing and electric vehicles (EVs) are poised for enormous growth, both of which will cut into future oil demand.

Oil majors have been writing down assets, financial institutions are turning away from oil investments, and plastics are likely to substantially underperform the industry’s rosy projections. All the while, customers, corporate partners, investors, shareholders, and activists are putting ever-increasing pressure on oil and gas companies to begin planning seriously for climate change.

This was all going on when the coronavirus hit and cratered demand, which still hasn’t recovered and may never fully recover. Some analysts are speculating that 2019 will turn out to be the global peak in fossil fuel demand. “Could it be peak oil?” speculated BP CEO Bernard Looney. “Possibly. I would not write that off.”

Meanwhile, the decline continues. This is the context in which these commitments are being released: Oil and gas companies are somewhat desperate, unusually weak, and badly need social capital.

To limit global temperatures to 1.5°, most oil and gas must stay in the ground

Previous OCI research has compared known fossil fuel reserves to the carbon budget permitted by a 1.5° scenario. The situation is stark.

Fossil fuel companies have what are called “proved reserves,” which are fields that can be reasonably expected to produce in current economic conditions, and “developed reserves,” which are fields that are currently producing, through existing mines or wells.

If fossil fuel companies develop all their proved reserves, the 2° carbon budget would be blown many times over. In fact, as the graph below shows, developed reserves alone would blow the 2° budget. In fact, if every coal mine in the world vanished overnight, the developed reserves of oil and gas would still push past the 1.5° budget.

Developed reserves are what analysts call “carbon lock-in” — the carbon hasn’t been emitted yet, but investments in infrastructure, equipment, and labor make it extremely difficult, politically and economically, to prevent it from happening.

Every bit of new fossil fuel exploration and development, every new mine or well, is an increment of carbon lock-in. And since there’s no carbon budget left over, the only way to truly get on a 1.5° path is to cease exploring or developing new reserves entirely.

That is the baseline: The growth of fossil fuels is incompatible with solving global warming. Acknowledging that basic fact is the beginning of any serious plan for oil and gas companies.

With that in mind, let’s take a look at OCI’s assessment.

Oil companies are doing a fraction of what they need to do to get in line with 1.5°

OCI lays out 10 minimal conditions that must be met for a plan to be aligned with 1.5°, which it applies to eight of the biggest integrated oil and gas companies in the world: BP, Chevron, Eni, Equinor, ExxonMobil, Repsol, Shell, and Total.

The conditions fall under the headings Ambition (1-5), Integrity (6-8), and Transition Planning (9-10). We’ll walk through them and cite companies (if any) that are meeting them.

  1. Stop exploration: no more finding new fields. BP is the only company that has agreed to this, and only in new countries.
  2. Stop approving new extraction projects. No company has pledged this.
  3. Decline oil and gas production by 2030. BP has said it will reduce production 30 percent by 2030; Eni has said it will plateau in 2025, but only oil will decline. Other companies have said nothing.
  4. Set long-term phase-out plan aligned with 1.5°C. BP, Eni, and Repsol have plans OCI deems insufficient; the rest have none.
  5. Set absolute target covering all oil and gas extraction, including scope 3 emissions. Where scope 1 and 2 emissions are direct energy use by a company, scope 3 emissions encompass the entire supply chain through which the company’s products are produced and used — in this case, the carbon emitted by burning fossil fuels. Eni and Repsol are good on this. Equinor, Shell, and Total cover scope 3 emissions, but only through carbon intensity targets rather than absolute reductions. BP is good on the surface, except it contains some pretty big loopholes. Its pledge “excludes more than 40 percent of its oil production and 15 percent of the gas that come from its stake in the Russian energy giant, Rosneft,” Nicholas Kusnetz reports for Inside Climate News. “It also excludes all the oil and gas that BP’s refineries and service stations buy from other producers before selling it to customers.” Plus, BP recently announced that it’s selling a large chunk of oil and gas assets, which will get them off BP’s books, but will not shut them down.
  6. Do not rely on carbon sequestration or offsets. They all do, though.
  7. Be honest about fossil (“natural”) gas as high carbon. None of them are, though. Lots of them are still passing it off as a “low-carbon” shift.
  8. End lobbying and ads that obstruct climate solutions. Here, BP, Eni, Equinor, Repsol, Shell, and Total have all made vaguely positive noises that OCI deems insufficient.
  9. Commit to explicit end date for oil and gas extraction. None of them have.
  10. Commit plans and funding to support workers’ transition into new sectors. None of them have.

Here’s the visual — if you can’t read it, just note all the red, which means “grossly insufficient.”

One thing worth noting: The only two companies with solid red all the way down are Exxon and Chevron, the US companies. They, like the country they call home, are laggards on climate.

In general, the European oil and gas majors are farther ahead on climate change, likely because the political context in which they operate takes climate change more seriously. But none of the majors are even beginning to make the enormous near-term shifts in investment that will be required to hit their long-term targets.

The oil majors have a long journey ahead

OCI’s criteria are quite strict and no oil and gas major is anywhere close to meeting them. There is an entire section of the report on the various loopholes the majors are using to diminish or minimize accountability, from ignoring scope 3 emissions (side-eye at Exxon) to making unreasonably big bets on unproven carbon capture technologies to measuring carbon intensity rather than absolute emissions.

And of course, the fossil fuel companies, despite their rhetoric, continue to put their lobbying power behind campaigns and trade groups that oppose climate action.

“In 2018, for example, BP played a central role in blocking the adoption of a carbon tax in Washington State, spending $13 million to help defeat the effort,” Kusnetz writes. “BP, Chevron and [the American Petroleum Institute, an industry trade group] all supported the Trump administration’s weakening of regulations limiting methane emissions from oil and gas operations. The institute has also pressed lawmakers and governors to eliminate incentives for electric vehicles, policies that are among the few in the United States that encourage a shift away from oil.”

During the pandemic, the industry has lobbied furiously for special breaks and favors to boost production and prices. And it has largely received them, especially from Trump. A recent Morning Consult analysis found that the US “has committed more to fossil fuel companies through federal and state policies than any other Group of 20 member has directed to all energy types — fossil and renewable combined — since the start of the pandemic, both through relief packages and other, ostensibly unrelated, policy changes.”

By and large, fossil fuel companies are fighting for their narrow interests within the system they find themselves, which is pretty much what you’d expect them to do.

A few of the European majors are beginning to budge. Here’s Kusnetz again:

BP and Shell insist they are now aligning their lobbying with their net-zero goals. Shell, at least, has begun to back this up: The company opposed the Trump administration’s methane regulation roll-back and the loosening of fuel efficiency standards for cars. Shell and BP also have announced they will leave the American Fuel and Petrochemical Manufacturers, a trade group, because of its opposition to carbon taxes and its failure to support the Paris Agreement. In February, BP said it would end its “corporate reputation” advertising, and that any future campaigns would “push for progressive climate policy; communicate our net zero ambition; invite ideas; or build collaboration.”

That’s a good start, but there’s a long way to go and a lot of companies that aren’t yet on board.

OCI’s criteria, if met, would effectively amount to the rapid managed phase-out of enormous assets by the industry that controls the assets, a transition not every company, or even most of them, would survive. That is not something that typically happens. A moment’s consideration leads to the conclusion that headlines the final section of the report: “Oil and gas companies will not manage their own decline.”

In that sense, the report is something of a thought experiment, meant to reveal what ought to be obvious, as OCI says: “Governments must step in to manage the decline in fossil fuel production and secure a just transition.”

Ultimately this is a matter for public policy. The system in which oil and gas companies operate must be changed, to channel investment away from fossil fuels into alternatives and affected communities. That will happen, if at all, through organization, democratic pressure, and changes in legislation and regulation — not through voluntary pledges.

SARS-CoV-2, the virus that causes Covid-19, can float in the air. In particular, it can linger in poorly ventilated indoor spaces, spreading farther than 6 feet from its source. These indoor public spaces are high risk and should be avoided while the virus is still spreading.

But, increasingly, people are returning to those spaces: Bars and restaurants are operating in limited capacity in some places, and are fully reopened in others. Some schools and universities have resumed in-person classes, and mayors are allowing some live entertainment venues to host events.

With the weather growing colder, experts fear indoor gatherings in these and private spaces could spark new outbreaks. Already, cases are increasing nationwide, and experts are growing more concerned about a potential fall-winter Covid-19 surge.

To make indoor communal spaces safer, experts keep stressing that they need to be “well-ventilated.” But what does that mean? In conversations with several air quality experts and engineers, I found ventilation to be simple in concept and potentially fraught in execution.

“It’s a huge engineering problem,” Shelly Miller, an environmental engineer at the University of Colorado Boulder, says. “We don’t have the systems in place for many buildings to be operated appropriately during a pandemic.”

As Derek Thompson observes in the Atlantic, a lot of places have put on a big show about cleaning surfaces — what he calls “hygiene theater” — though surface contamination is not thought to be a large source of Covid-19 transmission.

Making places safer, instead, should mean improving air quality. But “have you ever heard a restaurant reopening announce they’ve improved ventilation or increased ventilation?” Lidia Morawska, an engineer and the director of the International Laboratory for Air Quality and Health at Queensland University of Technology, recently told me. “No.”

Ventilation concerns are not limited to restaurants and schools. Recently, a report from the University of California San Francisco noted “exceedingly poor ventilation” at the San Quentin State Prison, which saw a huge outbreak of more than 2,200 cases.

Ventilation efforts could easily fall into the “hygiene theater” trap if not done well. So here’s a guide for how to think about safer — but not necessarily “safe” — indoor air, and all the hurdles that may get in the way. We need to think about controlling the source of the virus indoors, about mixing more outdoor air with indoor air, and about air filtration and cleaning devices.

The experts I spoke with agreed: We can’t ventilate and air purify our way out of the need to wear masks, reduce occupancy in indoor spaces (or just avoid many of them all together), and physically distance. The indoor space that can’t enforce these measures, or allow activities that involve mask removal — like bars and restaurants — probably shouldn’t be open. And, still, the most important way to make indoor spaces safer is to decrease community Covid-19 spread as much as possible. It may not be easy for all spaces to achieve ideal ventilation.

There are no perfectly safe indoor environments during the pandemic, but there are clear goals to have in mind when trying to make them safer with ventilation. Here’s where to start.

First: Limit the amount of virus in the air in the first place

Intuitively, I think we all know how to think about cleaning surfaces: Wipe them down with a disinfectant, or scrub with good old soap and water. Cleaning the air is an entirely different challenge. You can’t just spray it with chemicals and call it a day.

“Cleaning the air is at least as important as cleaning surfaces, but you do it very differently,” says Linsey Marr, a Virginia Tech engineer who studies the airborne spread of viruses. “We end up having to breathe whatever it is we spray. And if it’s harmful to the virus, it’s likely it’s also harmful to us. So we need to take a totally different approach.”

There are other challenges to cleaning the air, too. One big one: Floating particles can move. If you clean one section of air in a space, new dirty air can move in and replace it. Also, air cleaning needs to be continuous in the spaces we inhabit. As long as there are living, breathing people in a space, we’re potentially contaminating it with virus.

The first thing to do in thinking about cleaning the air, says Jeffrey Siegel, an air filtration expert at the University of Toronto, is to think about limiting the source of the contagion in the first place (i.e., living, breathing people). There’s an old saying in his line of work: “If you’ve got the odor of manure, don’t try and ventilate to get rid of it, get rid of the manure,” he says. “That’s the exact idea, right? Get rid of the source or manage that source.”

SARS-CoV-2 gets into the air via human breath. So we should start by reducing the number of humans in a space, masking those who have to enter, and limiting activities like singing or shouting that can propel even more virus-laden particles into the air.

From contact tracing studies, we know the virus spreads most readily through close contact, with the risks increasing with the amount of time spent in close proximity. However, there are some situations in poorly ventilated indoor spaces where the virus may be able to float in the air for an extended period (tens of minutes or more), or spread in a gaseous cloud over an area larger than 6 feet (some of that long-range floating virus may still be able to infect people, some of it may not). Ventilation may help decrease the chances of transmission in these indoor environments.

“Ventilation may be able to help reduce indoors transmission, but it’s never going to be as effective as simply not having lots of people in a single indoor space,” Boston University epidemiologist Eleanor Murray says in an email. “If a workplace can function with employees working remotely, then it will be safer for them to do so than to have all employees come back to work even with better ventilation. But there may be a few employees who would be better served by being at the office, and for those, improving ventilation will help make the office as safe as possible.”

Second: Ventilate

Outside of source control, there are three basic ways to clean the air and reduce the concentration of airborne virus. The first is to simply ventilate, or increase the amount of outdoor air in indoor spaces, and to make sure the inside air is replaced by outside air several times per hour.

“So the air in your home probably changes over once every hour or two hours,” Marr says. “We’re aiming for an air exchange rate of, like, six per hour.” That recommendation, she says, comes from studies of tuberculosis transmission. (Tuberculosis is not SARS-CoV-2. TB is much more contagious and is thought to be able to spread farther and stay longer in the air.)

It’s important to remember, too, that scientists still don’t really have a specific figure on what amounts to a dangerous, infectious concentration of virus in the air. “There’s no perfectly ‘safe’ level of ventilation because we don’t actually know what ‘safe’ is, since we don’t know how much exposure leads to transmission,” Angela Rasmussen, a Columbia University virologist, says in an email.

Six air changes an hour is a baseline. “If you want the risk down to zero, you’ve got to get to an infinite number of air changes per hour,” Marr adds. Which is impossible.

Again, more ventilation may be “safer,” but it’s not “safe.”

The easiest way to increase ventilation: open windows. This will increase the amount of outside air (which does not have virus in it) coming in to dilute indoor air (which may have virus in it). The less concentrated the virus is in the air, the less likely it is to infect people.

It seems simple, but it’s not foolproof. There are some specific scenarios where opening windows can be counterproductive and yield unpredictable effects, as Siegel explains.

Let’s say you have a bathroom. It would be a good idea to keep the bathroom air in the bathroom. After all, many types of viruses can spread in bathrooms, and in the case of Covid-19, it’s possible for the virus to be sent into the air via toilet flushes (though it’s less clear if someone can be infected this way). So it’s ideally best to not let that bathroom air get out into other spaces.

To keep the air in the bathroom in the bathroom, it needs what engineers call “negative pressure,” meaning that air can flow into the bathroom but not out.

“And then you open a window in the room beside the bathroom,” Siegel says. “And once you open windows, you give up on any idea of controlling pressurization or depressurization.” When this happens, the potentially contaminated air in the bathroom will start flowing out.

The point of this example isn’t to make people scared of opening windows. It’s just that indoor spaces are complicated, and airflow can be hard to predict.

“No one I know — even some of the best building modelers in the world — can accurately model a building with open windows,” he says. “It’s just way too dynamic of a system. We know that, in general, ventilation rate increases. And I’m not going to tell anyone not to open the windows. But really we can’t tell you what it’s doing to airflow in the space.”

This is one of the potential pitfalls with ventilation: “Ventilation pathway matters too,” Siegel explained on Twitter. If a fan meant to increase ventilation ends up blowing virus across people’s faces, it’s self-defeating. This is what’s believed to have happened in a restaurant in China, where people sitting in the path of an air conditioning fan got sick. Later, researchers also said that the restaurant A/C system pulled in no outdoor air, and the air in the restaurant wasn’t replaced even once in an hour, let alone six times, which likely contributed to the outbreak there.

How to monitor ventilation

So how do you know if you’re doing ventilation right? Is there any way to monitor your airflow and know the air exchange rate? Here, things get tricky. One indirect way to do this is to purchase a carbon dioxide detector (which are around $100 online) to give you a rough sense of air quality. When we exhale, we exhale CO2. “How much CO2 is in an indoor space is basically a metric of how much air other people have expelled in that space,” Jose-Luis Jimenez, a chemistry professor at the University of Colorado Boulder, says. So high and rising CO2 levels in a space can be a sign it’s not properly ventilated.

“The relationship between CO2 and outside air ventilation is really complicated and not something I’m advocating the public try to figure out,” Miller says. But, as a general benchmark, the average C02 concentration of outdoor air is around 400 ppm (parts per million). So indoor spaces should ideally have a CO2 concentration of under 500 or 600 ppm in a room where people are breathing. That will tell, roughly, whether outdoor air is being mixed with indoor air at a reasonable level.

Building managers, though, shouldn’t depend entirely on a CO2 monitor. Again, it’s an indirect measure. If there are only a few people in a space, they may not generate enough CO2 to make the sensor rise that much even in a stagnant environment. And it only takes one person to start an outbreak.

(There’s also some room for commonsense measurements, too: Use your nose. If you can smell odors wafting through a building coming from indoor sources, the space may not be adequately ventilated. “If you walk into a place and it feels stuffy and the windows aren’t open, then that’s an indicator that there’s not good ventilation there,” Marr says.)

In commercial settings, some building operators might be able to adjust the amount of fresh air pumped into a building’s ventilation system. During the pandemic, they should do this. But, as Miller explains, “many [commercial HVAC] systems don’t run on 100 percent outside air.” It’s too energy-intensive. “You can’t provide air conditioning and heat with 100 percent outside air,” she says. So, in some cases, there is a limit to how much outside air an HVAC system can mix into a building.

Other systems might be in disrepair and unable to ideally ventilate buildings, even if their systems are cranked up. Particularly in schools, ventilation systems can be old and in disrepair. In June, the Government Accountability Office published a survey of 65 school districts that receive aid from the federal government. It found 41 percent of the districts needed to update HVAC equipment in half of their schools. Separately, in New York City, a Daily News investigation found that “roughly 650 of the 1,500 buildings surveyed in 2019 by city inspectors had at least one deficiency in their exhaust fans.”

A huge part of the challenge of increasing ventilation is that different buildings, built in different eras for different purposes, will need potentially different solutions. Older buildings might not have any central HVAC systems at all. And some with HVAC systems may operate well for some rooms but less well in others.

“When I think about my daughter’s school,” Siegel says, “I don’t worry about the school as a whole as much as I worry about that classroom where they can’t open the windows because there’s a construction site right nearby.”

It’s important to know here that ventilating schools has benefits that are broader than its pandemic applications. Kids need to breathe healthy air (the dangers of air quality for children’s’ health and cognitive well-being are as clear and critical as ever). And allowing them to do so will require huge investments.

“We can’t even get the Congress to allocate, you know, $600 a week in unemployment, let alone a billion dollars to schools to upgrade their HVAC,” Miller says.

“We have systematically neglected our HVAC systems for a very, very long time,” Siegel says. “Schools are one classic example of that. But also every building. And so now all of a sudden, we’ve got a pandemic, and we say, well, we want to increase ventilation … you don’t get there without some amount of investment.”

(Hospitals, you might be curious to know, already have extensive requirements in place for ventilation. So which comes at a great cost and takes lots of energy to use.)

Air filters can work too — if used properly

The goal in ventilation is to replace potentially virus-laden air indoors with virus-free air. One way to do this is to bring more outdoor air inside. But this isn’t always doable. You can’t easily open windows for ventilation when there’s a lot of hazardous pollution outside (like wildfire smoke). So, the other way is to filter the indoor air itself.

This also is simple in theory, but the implementation can be tricky.

It starts with getting a good air filter. For this, the American Society of Heating, Refrigerating, and Air-Conditioning Engineers suggests using filters with a MERV-13 designation or higher. Or use a portable HEPA filter (there are some DIY versions you can try on the cheap).

MERVs are based on a filter’s performance in filtering out particles between 0.3 and 10 microns. SARS-CoV-2 could very well be found in respiratory droplets in this size range; the higher the MERV number, the higher the probability that the filter will remove these droplets.

HEPA filters, more common in portable air filters, are slightly different. The “HEPA” designation means they filter out at least 99.97 percent of particles that are 0.3 microns. Which is to say, they filter out practically everything. (A quirk of the physics of filtration is the very smallest particles are actually easier to filter out than the 0.3 micron ones. The smallest particles get pushed toward filter fibers because of their collisions with gas molecules in the air, Siegel explains.)

But installing higher-quality filters isn’t enough.

“I can’t just tell you in good conscience, ‘This is the filter you should use to protect against Covid-19 transmission,’ because it really depends how you use that filter,” Siegel says. “We much more often have an implementation problem than a lack of technology problem.”

Often, he says, in buildings, a filter will be improperly sealed so that some unfiltered air sneaks past it and recirculates in the building; this downgrades its filtering ability. Also, not all systems can run these higher-efficiency filters, which can be quite dense. They often require more powerful fans to push air through.

For instance, Siegel says that, typically, home window AC units don’t operate with very powerful fans. So if you put a good filter in the unit, “you would not move any air, your air conditioner would cease to perform as an air conditioner, the coil would ice up very rapidly, and you’d have a nice block of ice with no air blowing across it.”

The other consideration: These higher-quality filters need to be replaced more frequently as they “fill up” with more stuff more quickly and it becomes harder to push air through the filter. Also (this list of caveats and considerations is getting long, right?) you need to buy a unit that’s sized correctly for the space you are in. The filtering unit should ideally, along with ventilation, lead to six or more air exchanges per hour.

“You want something that’s good for the size of your room or bigger; bigger will give you better cleaning power,” Marr says. “But, you know, even if you get something that’s smaller, it’s not going to harm you.” She adds that you also need to be careful when changing the filters because they could be contaminated with virus.

And finally: Air filters have to be constantly running to work.

“Forced air systems [like centralized heating and cooling] in most residential contexts and in some commercial context only come on when there’s a need for conditioning,” Siegel says. That is, they only turn on when it gets too cold or too hot. For a filter to work at its best, air needs to be constantly running through it. Some systems may need to be tinkered with to get this to happen.

Again, it’s hard to know, exactly, what impact air purifiers will have on transmission. “My main concern with these ventilation systems is that we do not know really whether they will decrease transmission risk substantially,” Muge Cevik, a physician and virology expert at the University of St. Andrews, says in an email. After all, there aren’t randomized controlled studies of using air cleaners during this pandemic to decrease transmission.

In theory, air purifiers should help. “It’s not rocket science,” Jimenez, who strongly advocates for their use, says. “If you pass air through the filter, it will catch the particles.”

Watch out for snake oil air-cleaning products

There’s yet another option for removing virus from the air: killing it with ultraviolet lamps. That said, Miller — who specializes in studying devices that do this sort of thing — doesn’t recommend these for the average consumer.

“While they can be effective, there is not enough testing/certification for these devices,” she says. “These are pretty complex, and there are a lot of great applications and some really good companies that can help with design and install.” But, she says “there are also a lot of bad lamp manufacturers and people selling devices that don’t work. Best left to engineers and reputable companies to support these installations.”

If you look at air cleaning products, you’ll find a lot of gimmicks: ionizers, plasma generators that claim to amp up the power of filters. “There’s very little science behind them,” Siegel says. “It’s not only that the devices are ineffective and maybe lull people into a false sense of security, but in some cases they’re actually harmful.”

Watch out, in particular, for machines that can generate ozone. Ozone is a pollutant that can interact with a lot of different products in your home and create harmful chemicals to breathe in. “It reacts with carpets and skin oil and all kinds of things inside of buildings,” Siegel says, “forming all kinds of harmful byproducts, ultra-fine particles, formaldehyde, all kinds of other things that we would worry about indoors.”

So stick with HEPA or MERV-13+ rated filters. Or just open windows.

Remember: Hygiene theater is possible when it comes to air quality as well. If a school or any indoor space says it has improved ventilation, ask how. Marr suggests asking building operators what the air exchange rate is (if they don’t know it, maybe be wary about the space). Ask about what filters have been put in place. Ask if their HVAC systems have been routinely maintained.

“Even if you can’t reach the target — six air changes per hour — if you can improve, that will still be helpful,” Marr says. “Do what you can, because that will reduce the risk of transmission. Don’t give up.”

We need to invest in cleaner air, period. Pandemic or not.

There are no risk-free situations in a pandemic. Again, good ventilation needs to take place alongside other precautions. The hope is “if we can take this whole suite of stopgap measures from the ventilation standpoint and add it to masks, social distancing, reduced occupancy, limited time indoors, the whole package could reduce our risk substantially to help get the case rates down,” Miller says.

This is particularly important heading into the fall and winter seasons, when more people will be spending more time indoors in potentially risky environments.

Experts also worry that the US Centers for Disease Control and Prevention is not being helpful enough in its air quality recommendations. For instance, the CDC recommends that schools “ensure ventilation systems operate properly and increase circulation of outdoor air as much as possible, for example by opening windows and doors.” But they don’t even weigh in on the merits of putting a HEPA air purifier in each classroom.

“It would carry more credibility,” Jimenez says, if the CDC would discuss their use rather than leave the conversation in the hands of independent scientists speaking for themselves. “When I was talking to a school district, they were all saying, ‘Well, the CDC doesn’t recommend air cleaners.’” In Jimenez’s mind, air cleaners are essential. But it’s hard to get the message across without a huge institution like the CDC echoing it.

So much of the pain of the pandemic builds on preexisting problems. Too many schools and other buildings have overlooked their ventilation and indoor air quality to begin with. Addressing ventilation can’t just be a one-time Band-Aid during the pandemic. It’s an investment. And not just for future pandemics but for our overall health.

“The best possible case is that you reduce risk of Covid-19 and you make your indoor air quality better,” Siegel says. “The worst possible case is that you make indoor air quality better but don’t appreciably change Covid-19 risk.”

If Joe Biden beats Donald Trump this November and ends up in the Oval Office in January, he’ll quickly face one of the gravest challenges any president has seen in the modern era: Hundreds of thousands of Americans will be dead from Covid-19. Public trust in scientific and government institutions will be depleted. If the fall and winter goes as badly as some experts fear, coronavirus outbreaks may be at a new peak. And if a vaccine gets approved, it will still need to be distributed to hundreds of millions of Americans quickly and equitably.

Biden’s immediate job would be fixing the mess left behind by his predecessor — one that’s left America with one of the worst coronavirus outbreaks in the world and, as of September, more daily Covid-19 deaths than all but two developed countries.

Experts say these problems are fixable, but fixing them will largely come down to political will. The policy solutions are things that we’ve all heard about throughout the pandemic: aggressive testing and tracing to contain new outbreaks. Mask-wearing to slow the spread of the coronavirus. Economic support for those affected by the epidemic, at once providing financial support and making social distancing more feasible.

“It’s not rocket science. It’s not that we need some new thing that hasn’t been thought of before,” Jen Kates, director of global health and HIV policy at the Kaiser Family Foundation, told me. “There are things that have been done in some cases, or can be done. But if there was a stronger, coordinated federal role … that could really make a difference. It’s happened in other countries.”

Another part of Biden’s job will be to, in effect, repair Americans’ trust in science — bolstering public health institutions like the Centers for Disease Control and Prevention (CDC) and the Food and Drug Administration (FDA), widely considered the gold standard of public health agencies in the world before the pandemic.

Biden will also have to prepare the country for the rollout of a coronavirus vaccine that could take months if not years. The challenge here isn’t just discovering a safe and effective vaccine; many experts, in fact, are hopeful the world will do that by the end of 2020. The difficulty will be figuring out how to quickly produce and distribute up to hundreds of millions of doses of the vaccine to the general public — an unprecedented effort. That will also require persuading the public to take the vaccine, which could be particularly challenging coming off the heels of a highly contentious presidential election.

Biden, for his part, has vowed to do much of this. His website promises to adopt a masking mandate and boost testing and tracing. His campaign has vowed to “listen to science” and “restore trust, transparency, common purpose, and accountability to our government.” And he’s promised to “plan for the effective, equitable distribution of treatments and vaccines.”

Trump could do all of this, too. But there’s very little faith among experts that Trump will change his current approach to the pandemic, especially if he wins reelection. Instead, he’ll likely continue doing what he’s done: deliberately downplaying the pandemic, demanding states reopen far too quickly, punting testing and tracing to local and state governments with more limited resources, mocking masking, and continuing to try to politicize the CDC and FDA.

That failed response helps explain the US’s current Covid-19 outbreak, leading the country to more than 200,000 deaths from the disease — by far the highest recorded death toll in the world. When controlling for population, the US hasn’t had the highest death rate for Covid-19, but it’s among the top 20 percent for developed nations, and has seven times the death rate as the median developed country. If the US had the same Covid-19 death rate as, say, Canada, more than 120,000 more Americans would likely be alive today.

That damage can’t be reversed. Those 200,000 deaths are on the US’s record forever. But Biden, at least, could take actions that would help prevent America’s outbreak from getting even worse.

1) Implement policies we know work: Testing, tracing, masks, and social distancing

There are problems in the world with really difficult or unknowable answers. That’s not as true for Covid-19: While there’s a lot about the coronavirus we’re still learning, there are many policy approaches that we know work and the US hasn’t really embraced. This is, then, more a matter of will than knowledge — which is something that Biden, especially if he has a sympathetic Democrat-controlled Congress, could address.

Testing is among those proven policy approaches. When paired with contact tracing, more testing can help public health officials detect outbreaks, get the infected to isolate and the infected’s close contacts to quarantine, and use broader public health measures as needed. This is an approach that has worked well in many other developed countries, from Germany to South Korea to New Zealand.

The US, however, has struggled to build up its testing capacity. It’s made big improvements since the start of the pandemic, but testing hasn’t increased above 1 million tests a day — far lower than experts say is needed, given the country’s large epidemic overall. As a result, the percentage of tests coming back positive, which experts use to measure testing capacity, stubbornly remains at 5 percent or more; it should be, experts suggest, far below 5 percent and preferably below even 3 percent. It can still take days to get test results back, and that can spike to weeks if demand, due to a new outbreak, is high.

According to experts, part of the problem is the US never fundamentally fixed supply line problems — with shortages popping up for swabs, reagents, testing kits, and other needed equipment throughout the pandemic. There was also an economic disincentive to building out capacity too much: If a lab, for example, massively scales up its coronavirus testing, but the pandemic is over in a few years, it will be left with a lot of infrastructure it doesn’t use or get revenue from, a huge money sink.

A Biden administration could address these problems, using the powers of the federal government to coordinate the supply line, maintain its stability, and guarantee that any businesses and organizations will be made whole for investments into coronavirus testing. To do all of that, the country needs a national plan — which it currently lacks.

There’s a chance the supply problem fixes itself. With the development and mass production of new antigen tests that don’t have to go through a lab and hospitals, Americans could get access to many more tests that also return results within minutes instead of hours or days. Compared to the hold-ups with the current PCR tests that go through labs or hospitals, it would be a welcome change.

Still, there would be remaining questions about how to deploy and distribute those new tests based on equity and need — questions that a national plan could address.

After that, the US would still face another problem: how to actually use those tests. That’s where contact tracing comes in, as “disease detectives” track down newly infected people and their close contacts to convince them to isolate and quarantine. Earlier this year, Crystal Watson, senior scholar at the Johns Hopkins Center for Health Security, projected that the US would need at least 100,000 contact tracers. She estimated the US still has fewer than half of that number.

Since Watson’s original estimate, Covid-19 outbreaks in the US have also gotten much worse and more widespread. That presents two major problems: First, the US now needs even more contact tracers than she originally estimated. Second, it’s now likely impossible for contact tracing to really bring down the epidemic on its own, because there are just way too many cases for even a massive team of tracers to track down and contain.

So while a large federal investment in a contact tracing workforce and equipment could help, it probably won’t be enough. “We really have to take other measures to bring down transmission in order for contact tracing to be effective,” Watson told me.

Among the other measures: masks. The scientific evidence for masking has gotten much stronger since the start of the coronavirus pandemic, with multiple studies linking the widespread use of masks and new mask mandates to drops in Covid-19 cases and deaths. One study in Health Affairs suggested that, with caveats that this is just an approximation, “230,000-450,000 COVID-19 cases may have been averted on the basis of when states passed these mandates.” If mandates were nationwide instead of left to a minority of states at the time, it stands to reason the impact would have been much bigger.

Whether the federal government could impose a mask mandate on its own gets into legally dicey territory. But a Biden administration and Congress could use financial incentives to encourage cities and states to adopt masking mandates and provide extra resources to enforce them. That could get the remaining 16 states without a mask mandate, or at least some of the municipalities in those states, to adopt the policy.

Just having a president who is unequivocal about the benefits of masking and consistently wears a mask in public, experts claimed, would also signal to the rest of the country that this is the right thing to do. It’s “just the public image of a responsible adult doing what they’re supposed to do,” Cedric Dark, an emergency medicine physician at the Baylor College of Medicine, told me.

Even with all these measures in place, the US will have to continue social distancing to some degree. No one wants this, but, depending on how bad fall and winter outbreaks get, some cities, counties, and states may have to bring back lockdowns.

The federal government can provide clearer guidance on how and when to do this. It can also, with Congress’s backing, pass legislation that financially supports people affected by lockdowns. A commonly cited idea is a bailout for bars, restaurants, and other businesses, which would not only help keep these employers and their employees afloat but make the negatives of closing down much more tolerable and, therefore, make closing down easier and more likely if it’s deemed necessary to fight the coronavirus.

Ultimately, this could benefit the economy by mitigating the need for such harsh social distancing efforts. A preliminary study from the 1918 flu pandemic found that cities that took more aggressive action against outbreaks back then emerged stronger economically. Germany and others have similarly seen their restaurant businesses recover by controlling the coronavirus. As Watson put it, “In order for our economy to recover, we really do need to resource our public health response more effectively.”

Again, none of this is really new. The experts I spoke with often joked that we were having the exact same conversations now that we had back in the spring and summer. But the US hasn’t fully committed to these kinds of policies — and a Biden administration could.

2) Rebuild trust in science and public health institutions

Under Trump, and particularly throughout this pandemic, trust in many institutions has dwindled. This has applied even to American institutions that were in the past considered the best of the best in the world for public health, such as the CDC and FDA.

The country needs “a long campaign to get people to trust science again,” Dark said. “My colleagues don’t trust anything coming out of the CDC now, due to how politicized it’s been.”

A report from the Covid-19 Consortium for Understanding the Public’s Policy Preferences Across States, based on a 50-state survey on Covid-19, captured the trends: Across the country, trust in “doctors and hospitals,” “scientists and researchers,” and especially the CDC has fallen. Trust in all of these is still relatively high — much higher than trust in either Biden or Trump — but it’s a concerning trend. Among different political and demographic groups, trust can be even lower, too.

“Six months ago, the FDA and CDC were shorthands for gold-standard scientific advice,” Ashish Jha, dean of the Brown University School of Public Health, told me. That’s changed, he lamented.

Some of this reflects genuine failures by these institutions. The CDC and FDA both played roles in the US’s testing problems — the CDC by botching its tests, and the FDA dragging its feet in approving more testing from private and independent labs — leading to what’s been widely called a “lost month” for testing in February. The CDC was also slow to recommend masks, then failed to admit to messing up and explain its about-face on the issue. The FDA, meanwhile, has acted in ways that seem politically motivated rather than based on rigorous evidence, such as when it allowed, before warning against, hydroxychloroquine, which was always unproven but Trump spoke favorably about.

Although the CDC and FDA are supposed to stand above partisan politics to help maintain their credibility, Trump and his administration have actively meddled in their affairs and work. Trump and his political cronies have, for example, repeatedly pushed the CDC to do things solely to support Trump’s unproven claims about Covid-19 — forcing the agency to briefly recommend less testing, loosen its guidelines for reopening, and delay studies that contradict the president. All of that has called into question just how independent the CDC truly is.

Fixing this will take time, but it’s fairly straightforward: Biden and the political actors in his administration should back off, allowing scientists to take a leading role in these agencies and the US’s Covid-19 response in general.

Carlos del Rio, executive associate dean of the Emory University School of Medicine, put this simply: “Pay attention to science. Let the science guide the response, not the politics.”

That includes giving these institutions control of the public messaging. While Trump appointed Vice President Mike Pence to lead the White House’s coronavirus task force, Biden could put a scientist or public health official in charge. While Trump sidelined the CDC after Nancy Messonnier, director of the CDC’s National Center for Immunization and Respiratory Diseases, warned in February that “disruption to everyday life might be severe” due to Covid-19, Biden could allow the agency and its experts to speak plainly and truthfully to the public.

That should also translate to the policy level. When the CDC makes recommendations, the Biden administration shouldn’t, as Trump has, undermine the guidelines or force the agency to change them. When scientists are recommending a pivot in the country’s approach, that should be seriously considered, even if it contradicts what the administration said or did in the past, while clearly and transparently explaining why a change is needed.

“The CDC has the expertise to lead us in this pandemic,” Jorge Salinas, an epidemiologist at the University of Iowa, told me. “We just need to ask them.”

The idea is to prove to the public time and time again that the country’s response to Covid-19 isn’t driven by politics but by science. It’s an admittedly difficult task for a country that’s consumed by politics and polarization at every level, but it’s something, experts said, that’s simply necessary to improve America’s response to the coronavirus.

3) Prepare the country for a months-long rollout of a vaccine

If we get a little lucky, there’s a chance that the world will finally have a proven, safe, and effective coronavirus vaccine by the end of the year. It would be an incredible achievement — the fastest turnaround on a vaccine for a major disease in human history.

But that won’t be the end. After a vaccine makes it through the last rounds of research necessary to get FDA approval, it’ll have to be distributed to potentially more than 300 million people in the US alone. Given that some of these vaccines will require two doses, that means manufacturing hundreds of millions of doses of the medication — something that the country simply hasn’t done at the scale and speed that the pandemic demands.

There’s already a lot of work, from both governments and private actors like Bill Gates, to manufacture all those doses. It’s possible, even likely, that the current work isn’t enough — and that will demand more action and more funds by a Biden administration.

After that, there will be tough questions about who gets priority. There’s a consensus that first responders and health care workers, at least, should get a vaccine first. Beyond that, there are genuinely difficult questions: Should older adults get priority because they’re more vulnerable? Should essential workers? What about younger people, who seem to be behind the country’s most recent large outbreaks? “It gets complicated,” Jha acknowledged.

Another element will be persuading the public to actually take a vaccine. If a vaccine is 50 to 70 percent effective, as appears likely at first, experts argue that close to 100 percent of the population will need to take one to reach true herd immunity. That will be a tall order as the country deals not just with traditional, unscientific anti-vaxxer sentiments but also more nuanced concerns about whether the current politicized, fast process coronavirus vaccines are going through can really test adequately for safety. Different surveys have found a third to half of Americans don’t plan to or don’t know if they’ll get a coronavirus vaccine.

“It does seem like there has been less of a push to actually come up with a really good communications plan,” Watson said, “but also to just have a general dialogue with people as you go along about what the process has been like for creating a vaccine, what standards have been upheld, and the results of the safety and efficacy trials.”

Breaking through those concerns will require research and surveys to subsequently build a massive communications campaign that will try to push people to get vaccinated. This will be a huge undertaking, and it might not even work, depending on if a new administration can rebuild trust in science and depoliticize its public health institutions.

All of this could take a long time. Experts were unanimous in arguing that getting a vaccine by the end of 2020, should that happen, won’t be the end of the pandemic. They said that getting a vaccine out there could take at least months. Some spoke in terms of years, well into 2022 or 2023. “President Biden and Vice President [Kamala] Harris, should they be in office, should understand they will be dealing with Covid for much of their first term,” Jha said. “It will continue to come up as an issue in the next midterms. It’s not going away.”

To put it another way: If Biden takes office, it’s possible a vaccine will finally present some kind of finish line in this pandemic. But we might quickly realize that the finish line is still a few months or years away. And that will make the work of preparing the country for a vaccine — and all the other steps needed to contain Covid-19 in the months and years ahead — necessary. With hundreds of thousands of Americans already dead, it’s the most important task Biden should prepare for right now.

Kyle Potter, the editor of the travel deals website Thrifty Traveler, is used to flying a lot. But things haven’t been the same since the pandemic. Back in June, when he flew for the first time since Covid-19 hit the United States, it was an eerie experience.

“Pretty much everyone just really feels on edge. I think in a lot of cases, people feel kind of guilty about being on planes right now,” Potter told Recode. “It just kind of all adds up into an unfamiliar experience.”

The notion of being stuck in a metal tube filled with lots of other people and recycled air seems scary in a pandemic, which is why we’re seeing so many car vacations this year. Plus, many people don’t have the money or motivation to travel long distances. There are those who must travel for whatever reason, and making that experience as tolerable as possible is essential to keep the airlines in business.

Experts estimate it could be years before people fly as often as they did. This bodes very poorly for the flight industry. Months after air travel plummeted at the dawn of the pandemic, money from the government bailout is drying up. That means airlines are now laying off or furloughing tens of thousands of employees, while others are being asked to take pay cuts.

That’s left many airlines and airport-related businesses scrambling for ways to convince travelers that it’s safe — and somewhat easy — to take to the skies. Now some are providing their own Covid-19 testing to travelers, while others are already looking for vaccination-related business opportunities. Overall, these moves hint that more aggressive measures to combat contagion could become a permanent fixture in the future of flying.

Airlines and airports are incorporating Covid-19 testing into travel

In the US, airlines including United, American Airlines, and Hawaiian Airlines are offering options for Covid-19 testing to passengers traveling to the state of Hawaii. These will include at-home tests, drive-through testing, and in-person tests at the airport. With a negative result in hand, travelers will be exempted from the state’s two-week quarantine requirements for new arrivals. American Airlines plans to roll out similar programs for some people traveling to Jamaica and Costa Rica.

Potter expects this trend to continue as international travel slowly resumes. “For all of the countries that are off-limits to Americans — which, to be honest, is most of them — that is going to be … the condition for allowing travel to resume,” he told Recode. “Anywhere you can think of, with very few exceptions, that is going to become the norm, especially for international travel.”

But what about the privacy of people who test positive? Aaron McMillan, United Airlines’ operations policy and support managing director, told Recode that the airline itself wouldn’t keep records of a traveler’s personal health information. But United would get notified from a testing partner “that said customer wouldn’t be able to travel that day” and the airline “would make the necessary arrangements,” he said. Health experts at the airport’s testing site would then provide that United traveler with next steps for receiving care.

For some international travelers, in-airport tests have already become a norm as they travel between different countries. Airports in the US, including Tampa International Airport and Oakland Airport, are beginning to open Covid-19 testing sites of their own, too, and more are set to join.

Even XpresSpa, a firm that normally provides in-terminal spa treatments for travelers, announced this month that, in Newark Airport and JFK, it will offer Covid-19 tests, which cost between $75 and $200 depending on the test or tests you get. Travelers can walk in or make scheduled appointments that take place in the airports’ terminals. The company has also said it’s in conversation with “health passport apps” and looking into creating so-called air bridges between specific cities. The company’s CEO, Doug Satzman, told Recode that, in the future, he even imagines XpresSpa helping with vaccinations for Covid-19 or other illnesses.

The Transportation Security Administration has also made some changes. Instead of a human officer confirming the validity of someone’s identification card, TSA is now piloting a self-service checkpoint using a biometrics-based algorithm designed to confirm that a live photo of a person matches their ID. This builds on the agency’s previous pre-pandemic tests of facial recognition technology, which has also worried privacy experts over potential racial bias, inaccuracy, and surveillance applications.

Then there’s Clear, a company that’s best known for allowing people to bypass TSA screening and head straight toward their carry-on baggage inspection. In the pandemic, Clear has started to offer Health Pass, a biometric-based way of tracking peoples’ health status that was used, notably, to help conduct the National Hockey League playoffs in Canada. (In the NHL case, at least, there have been no recent confirmed Covid-19 cases stemming from the bubble the league created.) Despite the concerns of privacy experts and some members of Congress, Clear has now announced that it will integrate Covid-19 test lab results from LabCorp and Quest into Health Pass.

Clear told Recode that it’s in discussion with airlines and airports about integrating Health Pass into existing security screening processes for the general public. Clear employees are already using the health-based version of the tech at the airport; United, one of the company’s partners, told Recode that it might support Clear’s plans for Covid-19 testing. Amid the pandemic, Clear has taken the opportunity to expand its business model, transitioning from a service that made flying more hassle-free to a business built around confirming peoples’ identities everywhere, as OneZero recently reported.

But the air travel industry having business opportunities with Covid-19 tests reflects the broader failure of the US approach to the public health crisis, argues Kenneth Goodman, director of the Institute for Bioethics at the University of Miami’s Miller School of Medicine.

“The very idea that some people with an extra 200 or 150 — whatever it costs — dollars can buy a test is a sad sign of where our country and where the world is,” Goodman said. “This was not a business opportunity. This was an attempt to try and stop there being too many dead people. And we’ve made a total and complete hash of it.”

Goodman also emphasized that testing negative on a Covid-19 test is by no means an assurance that you haven’t just contracted the illness or that you won’t contract it at the airport or on a plane.

Air travel Covid-19 tests could be a peek at what’s to come

Still, these changes highlight the new normal for air travel anxieties. Potter, of the Thrifty Traveler, says that before the pandemic, fliers were concerned about two primary things: the price of a ticket and in-flight services. Now, many in-flight services are gone, and airlines are most concerned with convincing fliers that it’s safe to be aboard.

The Centers for Disease Control and Prevention, which has issued guidance for air travel, estimated last month that close to 11,000 people were exposed to Covid-19 on flights, according to the Washington Post. As the Mayo Clinic notes, airplanes have sophisticated air filtration systems that can limit the spread of the virus, but a few studies have suggested that Covid-19 can be spread not just on flights themselves but also in security lines and airport terminals.

“To really boil it down, airlines have focused almost entirely on convincing people to get back on planes, convincing them that it’s safe to do so, and trying to get them on and off the plane and through the airport as fast and as safely as possible,” he told Recode.

Airlines and airports have made a point of showing off their cleaning procedures, including litanies of electrostatic sprayers, robot cleaners, and questionable fever-detection tech.

Another move is toward more contactless and biometric technologies. The Australian company Elenium, for instance, has debuted contactless Covid-19 airport kiosks that can hear peoples’ voices and respond to their head movements. These kiosks are now installed in airports in the Middle East, the US, and Australia.

“Even when the Covid crisis dissipates, when there is a vaccine, I think that both the public and business will be sensitive to the impact of future health events, even bad flu seasons,” Elenium CEO Ilya Gutin told Recode in an email. He noted that the company received more leads in the four weeks after announcing its Covid-19-focused kiosk than it had in the past four years.

As airlines begin incorporating Covid-19 testing, they’re also considering what their plans would look like when a vaccine finally becomes available to the public. McMillan, from United Airlines, told Recode that the company was considering how technology might be able to tie information about whether someone was healthy enough to fly to their boarding passes. “We see that evolving into vaccination records,” he said.

“Much like 9/11 changed the security process at the airport, this pandemic will change how people travel with health documentation going forward for sure,” McMillan added, echoing what many airline industry experts told Recode earlier this year.

But Potter is skeptical that people will be flying with the same enthusiasm anytime soon. Even a vaccine, he said, wouldn’t be enough to make flying feel normal again.

“It was really one of the first major industries to feel the pain of this,” he told Recode. “I think it’s probably going to be one of the last to feel the relief, whenever that happens.”
