As noted, WWE has apparently scrapped the planned main event for the Royal Rumble PPV, however there has been conflicting information surrounding the match plans.
One report suggested Brock Lesnar defending his Universal Title against Finn Balor was the originally planned Royal Rumble match, however that idea was scrapped following Survivor Series and Lesnar’s plans remain up in the air.
Another report suggested Balor was never in the mix to face Lesnar at Royal Rumble, as Vince McMahon perceives Balor to be bland when he’s not playing the Demon character.

In an update on Brock Lesnar’s Royal Rumble plans, The Wrestling Observer Newsletter is reporting WWE might have Lesnar wrestle some type of non-title match at the PPV.
The reason for the non-title match is because there are few top stars Lesnar can work with at Royal Rumble, as Vince does not want Lesnar vs Strowman, and the plans if for Lesnar vs Roman Reigns to take place at WrestleMania. With Samoa Joe beginning a feud with Roman Reigns on Raw this past Monday night, it appears he, along with Strowman, Balor and Reigns, are out of the running as possible Lesnar opponents at Royal Rumble.
